Data Transmission Services – Creation Of A Local Network Loop, Provision And Maintenance Of Links To Enable Voice And Data Transmission. The Award Procedure Used Is An Open Call For Tenders, Subject To The Provisions Of Articles L. 2124-2, R. 2124-2 1° And R. 2161-2 To R. 2161-5 Of The Public Procurement Code. The Contract Is A Single-Awarder Framework Agreement Without Minimum Threshold And With Maximum Threshold, Giving Rise To The Issuance Of Purchase Orders And The Conclusion Of Subsequent Contracts. Maximum Threshold Over The Total Duration Of The Framework Agreement: 900,000 Euro(S) Excluding Tax. The Framework Agreement Is Concluded For A Total Duration Of 50 Months From 01/02/2026. This Duration Includes A Preparation Period Of Two Months. The Effective Start Date Of The Services Is Set At The End Of This Preparation Period, I.E. 04/01/2026 For A Period Of 4 Years. Exceeding The Maximum Duration Of 4 Years For A Framework Agreement Is Made Necessary By The Purpose Of The Contract: A Period Of Preparation Relating To The Commissioning Of Optical Fiber Links And Prior To The Start Of Services, Is Essential And Must Overlap With The End Of The Execution Of The Framework Agreement Expiring On 03/31/2026. This Exemption, Based On The Basis Of Article L2125-1.1° Of The Public Procurement Code, Is Not Likely To Compromise The Obligation Of Regular Competition For The Services Considered, Incumbent On The Contracting Authority.
