Tenders are invited for Consultancy - Gender Analysis & Action Plan. Action Against Hunger is a non-governmental, non-political, non-denominational and non-profit organization, established in France in 1979. Action Against Hungers vocation is to save lives by combating hunger, diseases, and other crises threatening the lives of helpless men, women and children. Action Against Hunger opened a mission in Lebanon in August 2006. Action Against Hunger is launching a consultancy to conduct a Gender Analysis and develop a Gender Action Plan (GAP) as part of its agroecological transition project in Lebanon. The initiative aims to ensure gender-responsive programming by identifying the roles, needs, and challenges faced by women and men in agriculture, and by mainstreaming gender equality across project activities, research, and advocacy. Interested applicants are strongly encouraged to read the full Terms of Reference (TOR) for a complete understanding of the consultancy scope, which includes but is not limited to the key points mentioned below. 1. OBJECTIVES AND EXPECTED OUTCOMES The consultancys overall objective is to strengthen the strategic relevance and inclusivity of the project through gender-responsive analysis and planning. Three specific objectives: Evidence Generation: Assess gender roles, constraints, and opportunities in Lebanons agricultural and agri-food sectors. Action Planning: Develop a practical GAP with clear actions, indicators, responsibilities, and timelines to mainstream gender equality. Policy Engagement: Contribute to advocacy efforts, including inputs to a policy brief on gender and agroecology. 2. TASKS The consultant will carry out two main workstreams: a) Gender Analysis: Review existing studies to avoid duplication. Map key actors and institutions at national and regional levels. Assess gender roles across production, processing, and policy engagement. Analyze one priority gender-related challenge in depth. Identify structural barriers and opportunities for inclusive agroecology. Evaluate womens participation and leadership in policy processes. Align methodology with Action Against Hungers Gender and Power Analysis framework. Apply ethical and data protection principles throughout. b) Complementary Engagements: Co-develop the GAP with project partners. Provide input to the socio-behavioral RANAS study team. Present findings and recommendations to stakeholders, including at the national seminar on gender mainstreaming and womens leadership. 3. DELIVERABLES Gender Analysis Report (including rapid assessment, focused challenge analysis, policy/institutional review, and recommendations) Gender Action Plan (with actions, indicators, responsibilities, and timelines) 4.
