Tenders are invited for Working Group for People Affected by the Syrian Crisis in Lebanon. Additionally, local CSO partners will be supported to increase their capacity to conduct innovative qualitative and quantitative research into various aspects of the Syrian refugee crisis in Lebanon, which will also serve as the basis for rights-based advocacy at national, regional, and international level, and to counsel refugees on their mobility options. Particular attention will be paid to the protection situation of Syrian refugees, the gendered dynamics of forced displacement, and access to information on the conditions for a safe, voluntary, informed, and dignified return. In doing so, the project aims to ensure that the Lebanese government adopts rights based legal and practical bases for the safe,voluntary, informed, and dignified return of displaced Syrians. The project will also support local CSO partners to make the bridge - in their own programming and advocacy - between humanitarian, development, and peacebuilding projects. By providing a grassroots perspective and operational insights on the implementation of the triple nexus, local CSOs will ensure that donor interventions are better aligned with the priorities and needs of displaced Syrians and take on further responsibility in ensuring resettlement spaces. Finally, the project aims to achieve that local CSO partners in Lebanon have increased their legitimacy to effectively represent displaced rightsholders, and that both rightsholders and local CSOs are able to participate in national, regional,and international policy discussions actively and meaningfully around durable solutions, including discussions around the triple nexus. Within the course of the project, ALEF is coordinating the Triple Nexus Platform (TNP),a sub-group within the existing Working Group for People Affected by the Syrian Crisis (WG PASC). This TNP is serving as a structural platform for local CSOs working with Syrian refugees in Lebanon to conduct joint analysis; share reflections, lessons learnt and best practices; to organize regular exchanges and workshops with external experts, peers in other host countries and donor representatives; and to develop joint advocacy briefings with practical recommendations that can feed into policy discussions. The projects pool-funding mechanism, which is being managed by ALEF, will be re-launched in late 2025 to fund a third round of triple nexus projects by PASC TNP members. A TNP member will be provided with a grant to implement a triple nexus project at a local and national level informed by PASCs 2024 strategy update. Objectives of the call for proposals As part of the project, ALEF is launching a third call for proposals to provide financial support to implement an innovative project that responds to theme of the triple nexus. Financial allocation The overall indicative amount made available under this call for proposals is a maximum of 110,000 EUR. Eligibility criteria Specific to the applicants: The call for proposals is open only to members of PASC and the TNP sub-group. PASC members who are partners on the Durable Solutions for Syrian Refugees project with 11.11.11 are not eligible for this call. PASC members who were previously or currently sub-granted by ALEF on the Durable Solutions for Syrian Refugees project are not eligible for this call. Each member organization is eligible to apply for only one proposal per round for subgranting. Proposals can include specific activities, which can be implemented by more than one PASC member. Specific to the proposal and supporting documents: Proposal ideas have to be linked to the triple nexus priorities outlined in the 2024 strategy of the network. Each proposal has to address at least two pillars of the triple nexus approach, while at the same time explicitly making connections to the remaining pillar. Proposal ideas need to outline how the project will generate specific ideas, best practices and/or lessons learnt on how to successfully implement a triple nexus approach in Lebanon; and how this will be captured throughout implementation of the project Proposals which include only service delivery activities will not be considered. Proposals should complement ongoing efforts responding to the main emerging needs by integrating activities relevant to the themes of the triple nexus. Proposals need to be submitted with a budget or will not be considered. Time frame for the suggested projects is a maximum of 6 months, between 15 November 2025 and 31 May 2026. Proposals can be submitted both in Arabic or in English. Specific to the cost: Total budget will cover all costs planned per project strategy. The maximum budget per project is 110,000 EUR.
