Tenders are invited for Consultant - Green Policy Workshop. Submission Details Deadline: Oct 28, 2025 Background The present call is launched within the framework of the Green Forward programme, funded by the European Union and implemented at the meso level by SPARK across seven countries in the MENA region, including Lebanon, in partnership with BIAT. Green Forward fosters the green and circular economy in the region by strengthening the capacity of business support organisations (BSOs) to act as ecosystem enablers, bridging the gap between policy and practice. As part of this effort, BIAT will organize a two-day workshop on Green Policy, complemented by an online peer pod case exercise to reinforce learning and ensure practical application. The intervention will bring together BSOs, SMEs, and civil society stakeholders to deepen their understanding of green policies and their role in advancing Lebanons sustainable development and economic resilience. Expected Outcomes By the end of this intervention, participantsespecially BSOswill: Improve their understanding of green policy frameworks and the EU Green Deal context relevant to Lebanon. Strengthen their advocacy and policy dialogue capacities. Develop actionable ideas to promote green entrepreneurship and support sustainable business practices. Scope of Work The selected consultant will: Design and deliver a 2-day in-person workshop on Green Policy in Lebanon, tentatively mid November 2025. Prepare training materials, agenda, and pre/post-tests to measure learning outcomes. Ensure the workshop content covers: Core concepts of green policy frameworks and environmental governance in Lebanon. The EU Green Deal and EULebanon cooperation in green transition. Practical approaches for integrating green policies into SME and BSO support. Provide a case exercise at the end of the workshop for peer pods (small groups). After one week, hold an online feedback session (1 day) to review outputs and provide guidance. Submit a final report including pre/post-test results, workshop outcomes, peer pod results, and recommendations. Deliverables Workshop agenda and training materials. Pre- and post-tests with analysis. Delivery of a 2-day in-person workshop. Peer pod case exercise (assignment to be posted online, review, physical feedback session). Final report. Qualifications Advanced degree in Law, Public Policy, Environmental Studies, or related fields. Minimum 5 years of professional experience in policy development, legislative drafting, or environmental governance. Proven experience in facilitation, capacity building, and designing interactive training sessions. Demonstrated knowledge of EU Green Policy frameworks and the Lebanese policy context. Experience working with development programs or international organizations. Fluency in Arabic and English (French is an asset). Application Process This call is open to individual consultants only. Interested consultants should submit: Updated CV (including at least two references with contact information). Technical Proposal (max. 3 pages) outlining: Methodology and key topics to be covered. Approach to pre/post testing and peer pod facilitation. Two examples of similar assignments or relevant past work. Financial Proposal specifying the consultancy daily fee (inclusive of taxes and all costs). Evaluation Process and Criteria The selection will follow a two-stage evaluation process: Stage 1 Technical Evaluation (60%) The technical proposal will serve as the first filter. Applications will be scored based on: Quality and relevance of the proposed methodology. Understanding of green-policy themes and context. Consultants qualifications and experience. Relevance and quality of previous assignments. The five highest-scoring candidates will advance to Stage 2. Stage 2 Interview and Financial Evaluation Interview (20%) Assesses clarity of approach, communication skills, understanding of the assignment, ability to adapt methods to the local/regional context, and the availability. Financial Proposal (20%) Evaluates cost-effectiveness and clarity of the proposed budget. Only shortlisted candidates will be contacted for interviews.
