Vat Project Background The Depare Ii Project, Implemented By Sos Childrens Villages Haiti With The Support Of Sos Childrens Villages France And Funding From The French Development Agency (Afd), Aims To Strengthen A Protective Family And Community Framework To Guarantee The Rights And Equal Opportunities Of Children And Young People In 8 Localities Of The North Department Of Haiti. In A Context Of Multidimensional Crisis (Political, Social, Economic), The Project Acts At Three Levels Community, Family, Child Through Prevention Actions, Parental Capacity Building, Educational Support, Economic Development And Community Advocacy. Objectives Of Consultancy The Consultancy Mission Has Two Main Objectives: Establish A Baseline State And Data Collection System Adapted To The Haitian Context, Based On The Final Evaluation Of Phase 1 Of The Project And The Logical Framework Of Phase 2. Development Of A Baseline Table Of Project Indicators. Conducting A Swot Analysis. Development And Configuration Of A Data Collection Tool Adapted To Local Constraints (Connectivity, Security, Etc.). Carry Out The Interim Evaluation Of The First Phase Of The Depare Ii Project, Using The Oecd/Dac Criteria (Relevance, Effectiveness, Efficiency, Impact, Sustainability), With A Particular Focus On Gender Mainstreaming And The Child Rights-Based Approach. Expected Methodology Participatory Approach Including The Perceptions Of Children, Families, Community And Institutional Partners. Field Data Collection In Cap-Haitien (Interviews, Focus Groups, Questionnaires). In-Depth Literature Review. Interim And Final Feedback To Stakeholders. Expected Deliverables Methodological Framework Note. Basic Indicator Status Report + Swot Analysis. Interim Evaluation Report (With Executive Summary). Final Report Incorporating Feedback From Partners. Operational Data Collection Tool. Desired Profile Proven Experience In External Evaluation Of Development Projects. Expertise In Child Rights, Parenting, Community Development And Gender. Knowledge Of The Haitian Context Is Highly Desired. Mastery Of Participatory Approaches, Including With Children. Ability To Work In Haitian Creole. Mixed Teams (International And Haitian Consultants) Strongly Encouraged.
