THE INVESTMENT BACKGROUND The Kano State Investment Promotion Agency (Kan-Invest) in collaboration with the State Ministry of Environment and Climate Change, on behalf of the Kano State Government, invites reputable local and international firms, consortia, and investors with proven competence and experience to submit Expressions of Interest (EOI) for the development, financing, construction, and operation of Waste-to-Wealth projects to advance a circular economy in the State. This call aligns with the Kan-Invest Waste-to-Wealth Strategy Document (2025) as well as the Kano State Climate Change Policy (2025), which seeks to foster investments in the circular economy to address the triple planetary crisis of climate change, environmental pollution and biodiversity loss while also creating jobs and boosting economic opportunities. Our vision is to transform Kano into the premier hub for circular-economy investments in West Africa. This EOI is being issued to identify credible private sector partners for Public-Private Partnership (PPP) projects under Kano States 5-Year Multi-sectoral Investment Plan. Thus, on behalf of His Excellency, the Executive Governor of Kano State, Abba Kabir Yusuf, Kan-Invest invites accredited and qualified investors to submit an expression of interest (EOI) to invest in the Waste-To-Wealth sector of Kano State. B. THE INVESTMENT OPPORTUNITY Kano State generates over 4,000 tons of waste daily, with only 20% of it being managed. This presents a significant and largely untapped economic opportunity estimated at over 114 Million Naira daily in potential revenue (based on current market rates for recyclable commodities and energy tariffs). The potential of Kano State indicates that a fully operational circular economy could generate over 500 billion in economic value annually while creating 200,000 direct jobs and significantly reducing environmental degradation. This EOI is the first step in identifying qualified partners to unlock this generational opportunity. The core objective is to implement a robust Circular Economy model in Kano, thereby addressing environmental sanitation challenges, generating cleaner energy and resources, creating inclusive job opportunities, and reducing the States carbon footprint (GHG tons CO2e reduced/removed) and contributing to Nigerias Nationally Determined Contributions under the Paris Climate Agreement. C. THE COMMERCIAL PROPOSITION: WHY KANO? Kano offers unmatched advantagesa youthful and dynamic labor force with over 70% of its population under 30, ensuring no foreseeable labor shortages; a vast resource base with 1.8 million hectares of arable land, 20+ dams irrigating up to 400,000 hectares, and over 35 identified minerals for exploitation. The State is home to more than 20 million people, making it Nigerias largest local market, and hosts specialised markets such as Kwari (textiles), Singer (consumer goods), and Dawanau (grains). Beyond Nigeria, Kano connects seamlessly to Niger, Chad, Central, and Northern Africa, giving investors access to a regional market of over 350 million people. D. INVESTMENT MODEL AND INVESTMENT OPPORTUNITY CATEGORIES Kan-Invest is proposing a public-private partnership model that will receive catalytic funding and multi-lateral facilitation to de-risk investments while assuring long-term goals and high returns on investment. A comprehensive list of incentives, including tax exemptions and land concessions, is available to potential investors. Interested organisations are invited to express interest in one or more of the following strategic investment areas: Category A: Organic Waste Valorisation A1: Large-Scale Biogas Plants for electricity generation and bio-fertilizer production. A2: Industrial Composting Facilities. A3: Black Soldier Fly Larvae (BSFL) Farms for animal feed production. Category B: Recycling and Advanced Material Recovery B1: Integrated Plastics Recycling & Manufacturing Plants (producing finished goods like paving blocks, furniture, etc.). B2: Scrap Metal Processing and Beneficiation Facilities. B3: Integrated Tyre Recycling Plants (inspired by zero-waste models like FREEE Recycle). B4: Advanced Material Recovery Facilities (MRFs) for segregated waste. B5: E-Waste Processing and Refining Facilities. Category C: Waste-to-Energy (WtE) C1: Waste-to-Energy Plants utilising non-recyclable waste streams. C2: Landfill Gas Capture and Utilisation Projects. C3: Landfill development and management Category D: Enabling Infrastructure and Services D1: Supply and Deployment of Waste Segregation Infrastructure (Bins, Collection and Segregation Systems). D2: Logistics and Fleet Management for Waste Collection and Transportation. D3: Technology and Innovation Hubs for Circular Economy R&D.
