Tenders are invited for Engagement of Consultant for Environment and Social Management Plan (Esmp) and Impact Measurement (Imm) Date Added: October 8, 2025 Deadline: 22/10/2025 Category: Consultancy The Government of Federal Republic of Nigeria has received a credit from the international Development Association (IDA) towards the cost of Kwara State Argo Climatic Resilience in Semi-Arid Landscape Project (ACReSAL) and it intends to apply part of the proceeds of this Credit to the payment under the contract for the Engagement of Consultant for Environment and Social Management Plan (ESMP) and Impact Measurement (IMM) in Kwara state, by the Kwara State project (ACReSAL) The Agro-Climatic Resilience in Semi-Arid Landscape (ACReSAL project has the mandate to increase the adoption of sustainable landscape management practices in targeted watersheds in Northern. Nigeria and strengthen Nigeria long term framework for integrated climate resilience landscape management. The ACRSAL Project is targeted in arid to semi-arid State located in the Sahel, Sudan Guinea Savannah, and Southern Guinea Ecosystem, Characterized by dry arid conditions, Low precipitation and sparse vegetative cover. 1.0 Background 1.1 The Federal Government of Nigeria (FGN) has initiated the preparation of an Agro-Climatic Resilience in Semi-Arid Landscapes (ACRESAL) project with the World Bank. The project is to help Nigeria address critical challenges of regional desertification control and landscape management in Northern Nigeria. In 2020, the FGN has expressed a plan of planting 30 million trees to control desertification. Effective implementation of issues related to the already planned rehabilitation of 20 oases in the current Medium Term Sector Strategy, establishing 550 hectares of rangelands in the Frontline States, stabilizing and restoration of 160 hectares of active sand dunes in eight of the 11 frontline States, and continued assessment of the extent and magnitude of drought and desertification in Nigeria. Sustainable natural resources management is critical to addressing land degradation and building climate resiliency in the Semi-Arid Landscapes in Nigeria. The issues require urgent and focused action to scale-up cost-effective land restoration practices, to ensure more sustainable future food and water security in a changing climate. An integrated approach which collectively focuses on reducing exposure, managing sensitivity and increasing the coping capacity of all major factors of production are critical for building resiliency in dryland. Integrated catchment management is an appropriate framework to help address the natural resources management and human development challenges outlined above but are not yet carried out at a large scale in the country, including northern regions. 2.0 OBJECTIVE AND SCOPE The objective of the consulting services is to prepare Environmental and Social Management Plan (ESMP) for projects in Eruda (Ilorin West LGA), Share (Ifelodun LGA), Lafagi (Edu LGA), and Lata (Patigi LGA) and prepare ESMP for projects in Eruda (Ilorin West LGA), Share (Ifelodun LGA), Lafagi (Edu LGA), and Lata (Patigi LGA) Local Government Areas of Kwara State in line with the guidelines of the World Bank/IDA. ESMP assists in eliminating adverse environmental and social impacts, offsetting them, or reducing them to acceptable levels. The ESMP also includes the measures needed to implement these actions, addressing the adequacy of the monitoring and institutional arrangements for the upper and lower watersheds in the intervention site. 3.0 CONSULTANT QUALIFICATION The consultant(s) must have expertise and advanced degrees earned in relevant fields including but not limited to: civil/environmental engineering, environmental sciences, or the social sciences. Minimum experience should be eight (8) years with a minimum specific experience of four (4) years in planning related to infrastructure development or disaster response. The consultant(s) must have experience in the design and preparation of an Environmental and Social Management Plan (ESMP) for infrastructure projects. The consultant(s) must have competency and documented experience in social and environmental scientific analysis and development of operational action plans. The consultant(s) must have a working knowledge of the World Bank Environmental and Social Framework (ESF) gained through hands-on experience in the preparation and implementation of environmental and social management plans in an urban area 4.0 DURATION The duration of the assignment shall be for a period of 12 Weeks.
