Request for proposals for Assessment Study on Access to Power in 11 Keffeso Communities in Brass and Southern Ijaw Local Government Areas in Bayelsa State. BACKGROUND KEFFESO Host Communities Development Trust (KHCDT) is seeking proposals from qualified firms or consortia to conduct an assessment study on access to power in its 11 riverine rural communities. These communities currently experience very limited access to electricity, due to their remote locations, poor transportation infrastructure and susceptibility to flooding which stifles socio-economic development. Leveraging their proximity to the ocean and abundant natural resources, this RFP seeks to engage qualified consultancies or consultants to explore and design multiple power generation options, including gas, water, and ocean current induced power systems, alongside solar and hybrid systems. This study will provide critical insights into current access levels, barriers to electrification, community energy needs, community members willingness-to-pay attitude and potential solutions for sustainable and inclusive energy availability and access in this geographically challenging region. 2. OBJECTIVES OF THE ASSIGNMENT The main objectives of the assessment study are to: Evaluate the status of electricity access in KEFFESO communities Identify technological, financial, social, and infrastructural barriers to electrification. Assess energy demand profiles (household, commercial, public services). Explore and identify viable power generation options including gas turbines, water turbines powered by ocean currents, grid extension, solar mini-grids, and standalone solar home systems. Assess energy needs and existing infrastructure in the KEFFESO communities. Develop sustainable, cost-effective power solutions suitable for the regions geography and socio-economic context. Assess community members willingness-to-pay (WTP) for access to power (i.e. affordability). Foster community engagement and build capacity for maintenance and management Provide actionable recommendations for medium, and long-term interventions 3. SCOPE OF WORK The selected consultant(s) will be responsible for the following tasks across the eleven KEFFESO HCDT communities: 1. Carry out literature review 2. Conduct Energy Needs Assessment 3. Develop Feasibility Studies on availability and provision of, and access to power. 4. Conduct Environmental and Social Impact Assessment (ESIA) as appropriate, and as may be advised during Project Initiation Report phase. 5. Conduct all-inclusive Stakeholder Engagement (state and local govt, KEFFESO communities, O&G companies operating in the area, development agencies, and other NGOs (INGOs and NNGOs). 6. Design and develop applicable power systems and determine corresponding cost estimates. 7. Comprehensive final report with implementation roadmap (findings, community energy profiles, and tailored recommendations. (including GIS maps, charts).
