Tenders are invited for Study on Gender-Based Violence Online Syria. Please send your proposals by 20/10/2025 The project "Strong Female Voices for a United Syria," funded by the German Federal Foreign Office, aims to empower media workers and civil society representatives within Syrias evolving media landscape through enhanced skills, inclusive policies, and strategic networks to counter disinformation and Gender-based Violence Online (GBVO). This project will develop a tailored work plan that reflects the specific context and challenges within the country. Within the framework of this project, DW Akademie is seeking proposals from organisations for an in-depth study on gender-based violence online in Syria. This study will explore the channels, actors, narratives, and modes of action related to GBVO, laying the foundation for the projects activities. The findings will directly inform the design of training programs, the development of internal standards and policies for media organisations, and the creation of public awareness campaigns. The study will provide a baseline understanding of the problem, enabling the project to effectively target interventions and measure impact. Applicants requirements: 1. An organisation with a proven track record in academic/media research. 2. Proven knowledge of the Syrian media sector and the broader socio-political context. 3. Prior experience in the area of disinformation, gender-based violence (both online and offline), and human rights. 4. Demonstrated expertise in conducting qualitative and quantitative research, including data collection, analysis, and reporting. 5. Established network of contacts within Syrian media, civil society organisations, and relevant stakeholders. 6. Understanding of ethical considerations related to research on sensitive topics such as GBVO, including data privacy, informed consent, and safety of participants. 7. Ability to conduct research remotely, utilising secure communication channels and adhering to the highest standards of confidentiality. II. Overall goal of the study The overall goal of this study is to provide a comprehensive understanding of the nature, scope, and impact of gender-based violence online in Syria. The findings will inform the design and implementation of effective strategies to counter GBVO, empower women in the media and civil society, and promote a safer and more inclusive digital environment. Specifically, the study aims to: a) Analyse the current state of gender-based violence online in Syria, including the prevalence, forms, and manifestations of GBVO. b) Identify the key actors involved in perpetrating and addressing GBVO, including perpetrators, victims/survivors, media outlets, civil society organisations, and relevant authorities. c) Examine the channels and platforms used to perpetrate GBVO, including social media, messaging apps, and online forums. d) Analyse the narratives and discourses surrounding GBVO in Syria, including the underlying causes, contributing factors, and potential solutions. e) Explore the impact of GBVO on womens participation in public life, freedom of expression, and access to information. f) Identify existing legal frameworks, policies, and initiatives aimed at preventing and addressing GBVO in Syria and assess their effectiveness. g) Develop recommendations for media organisations, civil society organisations, and other stakeholders to counter GBVO and promote a safer digital environment for women in Syria. III. Research scope The research will cover the following key areas: 1. Forms and prevalence of GBVO: Identify and document the various forms of GBVO prevalent in Syria. 2. Target groups and perpetrators: Investigate who is most affected by GBVO and identify the profiles and motivations of perpetrators. 3. Platforms and channels: Analyse the online platforms and channels where GBVO occurs most frequently. 4. Impact of GBVO: Assess the psychological, social, economic, and political impact of GBVO on individuals and society. 5. Existing responses and gaps: Evaluate the effectiveness of existing legal, policy, and institutional mechanisms for preventing and addressing GBVO, identifying gaps and challenges. 6. Medias role: Analyse the role of media in both perpetuating and combating GBVO.
