Quotation are invited for Trainer Food Safety and Certification Systems (HACCP). 1. Objective of the Assignment To strengthen MSMEs internal capacity to establish and maintain food-safety management systems in line with HACCP principles. The expert will work individually with each MSME to identify gaps, develop the necessary documentation, train staff, and prepare each enterprise for eventual HACCP certification audits. 2. Scope of Work The selected expert will: Deliver three one-on-one clinics per MSME (each lasting 2 hours), covering: o Session 1: Baseline assessment, hazard identification, and process mapping. o Session 2: Development of HACCP plans for 2 main products per MSME with development of flowcharts,identification of control measures and development of monitoring records. o Session 3: Verification procedures, audit preparation, and record-keeping. Develop customized HACCP templates (logs, Raw materials description, End Products description , CCP/OPRP plans, corrective-action sheets, cleaning and verification records and other related documents). Support MSMEs in aligning practices with HACCP principles. Provide individual feedback and a readiness report for each MSME. 3. Expected Deliverables Completed HACCP documentation package (records, flowcharts, and procedures) for each MSME , highlighting two main products. Final readiness report summarizing compliance level and final next steps toward certification. Attendance sheets and pictures. 4. Duration and Timeline Total MSMEs: 8 Clinics per MSME: 3 sessions (2 hours each) Implementation Period: 3 November 28 November 2025 Sessions will take place on-site at MSME premises in West Bekaa and/or South Baalbek. 5. Qualifications and Experience Degree in Food Science, Food Technology, or Quality Management. Proven experience in HACCP system implementation and certification support. Strong knowledge of HACCP, ISO 22000, and Lebanese/international food-safety regulations. Demonstrated experience coaching MSMEs in the agri-food sector. Excellent reporting and communication skills in Arabic and English. 6. Selection Criteria Quality of technical proposal and methodology 35 % HACCP implementation experience 30 % Financial competitiveness 25 % Availability and adherence to timeline 10 % 7. Reporting and Supervision The expert will report directly to the Project Manager at MDSF and coordinate closely with the MDSF technical team for scheduling, on-site visits, and documentation review. 8. Payment Terms 100 % payment after completion of the one-on-one clinics, submission and approval of all deliverables. Payments will be made via bank transfer or telegraphic transfer (TT), and a tax deduction of 8.5% will apply in accordance with Lebanese law (Articles 41 & 42) if the MOF documentation is not provided. Technical and financial proposal (cost per MSME or per clinic). Copy of MOF certificate and ID/registration. Samples of previous HACCP or food-safety work (if available). 10. Confidentiality All MSME information is strictly confidential. The expert shall not share or publish any data, documents, or findings without prior written authorization from MDSF. 11.
