Tenders are invited for Consultancy to Review, Update, and Develop IRCAS Operational and Institutional Policies Opera*ng in areas where vulnerable communi*es face extreme poverty and underdevelopment compounded by climate crises, IRCA employs sustainable livelihood approaches to upliO communi*es in Southern Somalia through holis*c, community-centered approach. Aligned with interna*onal and na*onal humanitarian and development strategies, IRCAs interven*ons emphasize par*cipatory approaches, strategic planning, and community mobiliza*on. Its programs encompass Emergency Relief Response, Food Security, Agriculture and Livelihood Development, Health & Nutri*on, Educa*on, WASH, Protec*on and Climate change mi*ga*on. IRCA Vision Statement: To see climate resilient Somali communi*es with equitable Solu*ons to climate change, with improved resilience and having sustainable means of livelihood. IRCA Mission Statement: To engage extensively on a mul*-faceted sustainable development programs and Climate Change Ac*on-related ac*vi*es that would help bridge poverty gap, mi*gate Climate Change, and empower communi*es in collabora*on with relevant stakeholders to ensure holis*c sustainable development in Somalia. 2.0. Objec@ves of the Assignment The overarching objec*ve of this consultancy is to strengthen and enhance IRCAs ins*tu*onal capacity, ensuring the organiza*on operates in line with interna*onal standards, donor requirements, and sectoral best prac*ces. Specifically, the consultancy seeks to: 1. Review and Assess Exis7ng Policies: Conduct a thorough review of IRCAs current ins*tu*onal policies and procedures to evaluate their adequacy, relevance, and compliance with interna*onal benchmarks and donor regula*ons. This will help iden*fy strengths, weaknesses, and areas requiring improvement. 2. Update and Modernize Outdated Policies: Revise and update exis*ng policies to reflect global best prac*ces, evolving compliance standards, and emerging trends within the humanitarian and development sectors. This ensures policies remain relevant, prac*cal, and implementable. 3. Develop New Policies to address gaps formulate and ins*tu*onalize new policies in areas where gaps exist, with the goal of promo*ng greater transparency, accountability, ethical governance, and eec*ve service delivery. 4. Build a coherent and harmonized Framework: Establish a unified and well-coordinated ins*tu*onal policy framework that integrates all policies, supports ecient decision-making, reduces duplica*on, and enhances organiza*onal credibility and sustainability. 5. Strengthen Organiza7onal Eec7veness: Through the review, upda*ng, and development process, reinforce IRCAs ins*tu*onal resilience, opera*onal capacity, and ability to consistently meet the expecta*ons of stakeholders, donors, and the communi*es it serves. 3.0. Scope of Work The consultancy will encompass a systema*c review, revision, and development of IRCAs ins*tu*onal policies and frameworks to strengthen governance, accountability, and opera*onal eec*veness. The consultant will undertake the following tasks: 3.1. Incep@on Phase (Week 1) · Conduct an ini*al consulta*on with IRCAs leadership and key stakeholders to agree on the methodology, scope, and *meline of the assignment. · Review available background documents, including exis*ng policies, procedures, manuals, and strategic plan. · Develop and submit an Incep*on Report outlining the approach, detailed work plan, and data collec*on tools. 3.2. Policy Review and Gap Analysis (Week 2-4) · Assess the adequacy, relevance, and compliance of exis*ng policies with interna*onal standards, na*onal regula*ons, and donor requirements. · Iden*fy outdated policies and highlight areas of misalignment with current best prac*ces. · Conduct a gap analysis to determine missing or weak policy areas cri*cal to ins*tu*onal strengthening. 3.3. Policy Revision and Development (Week 56) · Revise outdated policies to align with emerging compliance standards and sectoral best prac*ces. · DraO new policies in priority areas where gaps exist, ensuring they strengthen transparency, accountability, ethical prac*ces, and service delivery. · Ensure all policies are coherent, prac*cal, and contextually appropriate to IRCAs opera*onal environment. 3.4. Valida@on and Stakeholder Engagement (Week 7) · Facilitate valida*on workshops with management and sta to discuss draO policies and incorporate feedback. · Ensure policies are user-friendly and reflect the perspec*ves of both management and opera*onal teams. · Integrate donor and regulatory compliance feedback where relevant. 3.5. Finaliza@on and Framework Development (Week 8) · Consolidate revised and new policies into a harmonized ins*tu*onal policy framework. · Develop clear guidelines and tools for policy implementa*on and compliance monitoring. · Provide a final comprehensive policy manual with standardized formats and structures. 4.0. Repor@ng and Deliverables 1. Submit periodic progress updates as agreed in the incep*on phase. 2. Deliver key outputs including: · Incep*on Report and work plan · Policy reviews and gap analysis report · DraO revised and newly developed policies · Valida*on workshop report(s) · Final consultancy report summarizing the process, outcomes, and recommenda*ons for sustainability · Final revised/newly formulated policies annexed to the final consultancy report. 5.0. Key policy documents to be reviewed The assignment will cover the following policies (but not limited to): 1. Finance and Accoun*ng Policy-Review/Update 2. Supply chain policy-Review/Update 3. Human resource policy-Review/Update 4. Monitoring, Evalua*on, Accountability and Learning (MEAL) Policy-Review/Update 5. Cost sharing policy-Development 6. Indirect cost recovery (ICR) policy-Development 6.0. Dura@on and @meline The assignment is an*cipated to run over a period of 8 weeks from the commencement date. This *meframe will cover all phases of the consultancy, including stakeholder consulta*ons, policy draOing, valida*on workshops, and finaliza*on of deliverables.
