Tenders are invited for National Consultant Supporting the Operationalization of Ndc Regulations in Papua New Guinea Closing Date: 15 Oct 2025 Type: Consultancy Background Papua New Guinea (PNG) is highly vulnerable to the adverse impacts of climate change, with communities facing significant risks from rising sea levels, changing rainfall patterns, and increasingly frequent extreme weather events. As a Party to the Paris Agreement, PNG has submitted its Nationally Determined Contributions (NDCs), outlining its commitments to both mitigation and adaptation in line with national sustainable development priorities. However, while PNG has advanced in policy planning and institutional arrangements for climate action, the legal and regulatory framework to operationalize NDC implementation remains under development. The Climate Change (Management) Act 2015 and NDC Regulation 2022 provide the foundation for PNGs climate governance. However, the NDC Regulation will have to be fully operationalized to enforce compliance, provide clarity to stakeholders, and enable effective implementation of the NDC. Strengthening the regulatory environment is a critical step toward ensuring that PNGs NDC targets are translated into actionable measures across key sectors. Robust regulations will help mainstream NDC commitments into national planning, sectoral policies, and investment frameworks; establish clear roles and responsibilities for institutions; and provide the basis for monitoring, reporting, and compliance. To address this gap, the UNFCCC Regional Collaboration Centre for Asia and the Pacific (RCC Asia-Pacific) is offering technical support to PNG through the engagement of a short-term senior consultant. This consultancy will focus on compiling and reviewing relevant regulations, identifying gaps, and recommending specific legal instruments required to fully operationalize the NDC framework. The consultancy will contribute directly to PNGs efforts to strengthen climate governance and ensure that the NDC serves as a practical and enforceable tool for climate action. By delivering a clear set of recommendations and draft regulations, the consultant will support the Climate Change and Development Authority (CCDA) in advancing a regulatory environment that enables ambitious, inclusive, and implementable NDC in line with the Paris Agreement. Objectives The overall objective of this consultancy is to support the operationalization of the NDC regulations in PNG, by reviewing, compiling, and providing recommendations on the legal framework required to fully enforce and enable NDC implementation. Specific objectives are to: 1. Map and compile existing regulations and legal instruments relevant to climate change and NDC development/ implementation. 2. Review current legislation and identify regulatory gaps that hinder effective NDC compliance. 3. Provide recommendations to resolve the regulatory gaps and suggest/ draft instruments needed to operationalize PNGs NDC Regulation 2022. 4. Provide a consolidated report to CCDA for consideration and endorsement, ensuring alignment with the Climate Change (Management) Act 2015, NDC Regulation 2022 and national development priorities. Modality and Tasks Under the overall supervision of the Change and Development Authority (CCDA) in PNG and the Regional Lead of the RCC Asia-Pacific, and in close coordination with the NDC/LT-LEDS expert of the RCC Asia-Pacific, the consultant will be responsible for supporting the operationalization of NDC regulations in PNG. The consultant will be based with the CCDA in PNG, and the CCDA will be responsible for providing day-to-day coordination with the consultant, including weekly meetings with the RCC Asia Pacific to monitor progress and provide technical support. The consultant will provide on-the-ground support to CCDA, focusing on preliminary data collection, desk review, coordination, report writing, and stakeholder engagement as required. The consultant will ensure that the essential structures and processes are put in place for the continuation of the technical and implementation phases of the NDC 3.0, including its subsequent submission. Outputs (Deliverables) 1 Coordination Meetings Participate in weekly meetings with the CCDA to monitor progress, identify challenges and priorities. Engage in stakeholder meetings as requested and facilitated by the CCDA. Provide progress updates in bi-weekly meetings with the RCC Asia-Pacific. Date: As required, within the duration of the contract 2 Tabulated compilation of relevant NDC regulations Collect, review, and organize existing climate-related regulations, sectoral laws, and guidelines relevant to NDC development and implementation in PNG in a tabular format. Identify linkages between the Climate Change (Management) Act 2015, NDC Regulation 2022 and other regulatory frameworks across energy, forestry, land use, transport, and finance in the table. Date: Due by 24 October 2025 3 Report with review of NDC regulations and legislation Prepare a report assessing the adequacy, coherence, and gaps in the current regulatory environment for enabling NDC implementation. Identify regulatory gaps that hinder effective NDC compliance. Provide recommendations on priority areas for regulation, compliance mechanisms, and institutional responsibilities. Benchmark against good practices in comparable contexts, with attention to Asia-Pacific regional experiences. Date: Due by 31 October 2025 4 Preparation of relevant regulatory requirements to operationalize NDC Regulation 2022 Develop draft forms and templates to operationalize the NDC Regulation 2022. Develop other regulatory requirements captured in the NDC Regulation 2022 that will be needed to fully operationalize the Regulation. Date: Due by 13 November 2025 5 Validation and Submission Revise the draft report based on feedback from CCDA and RCC Asia-Pacific. Revise the draft forms and templates for the NDC Regulation 2022 based on feedback from CCDA and RCC Asia-Pacific. Revise other regulatory requirements captured in the NDC Regulation 2022 based on feedback from CCDA and RCC Asia-Pacific. Submit the final NDC Regulation 2022 documents. Submit the final report with recommendations for compliance to CCDA for endorsement. Date: Due by 21 November 2025 Timeframe This is a full-time consultancy starting no later than the third week of October and terminating at the end of November. Payment schedule The payment shall be made at the end of the consultancy as a lump sum, based on the submission of the consultant, endorsement of the CCDA and acceptance by the RCC Asia Pacific of required deliverables as per the given timelines. Duty station and places of travel The consultant will be locally recruited in PNG and seated with the CCDA. The RCC Asia-Pacific will cover travel expenses for missions, if required. Requirements I. Academic Qualifications: A Masters degree (or equivalent) in a relevant field such as Environmental Science, Climate Change, Natural Resource Management, Environmental Management, Project Management, Public Policy, Sustainable Development, or a closely related discipline. Bachelors degree in related discipline with 2 years of relevant work experience (7 total) may be accepted instead of an advanced university degree. II. Duration and type of experience: At least 5 years experience in public and/or private sector with a focus on climate change, project management, stakeholder and donor engagement and/or preparation of cross-cutting workplan/proposal development or any related field. Knowledge of the countrys context of policy frameworks, national plans and strategies related to climate change will be an asset. III. Language: Fluency in English is required.
