Tenders are invited for Development of a Human Resources Manual and Internal Rules and Regulations (Internal Regulations) for The Carter Center - Mali. Closing Date: 20 Oct 2025 Type: Consultancy Introduction The Carter Center wishes to contract an experienced Human Resource/Recruitment firm facilitate the development of a Human Resource Manual and Internal Rules and Regulations for The Carter Center, Mali. About the Carter Center The Carter Center is guided by the principles of our founders, Former President Jimmy and Rosalyn Carter. Founded in partnership with Emory University on a fundamental commitment to human rights and the alleviation of human suffering, the center seeks to prevent and resolve conflict, enhance freedom and democracy, and improve health. 1. Background The Carter Center is a non-governmental, non-profit organization working to advance peace and health worldwide. In Mali, The Carter Center serves as implementing partners for the Ministry of Healths Guinea Worm Eradication Program, providing technical and operational support to its national disease elimination initiative. To ensure full compliance with Mali law Mali Labor Code Loi n°1992-20 du 18 août 1992 portant Code du travail The Carter Center Mali seeks a qualified HR consultant or consulting firm to support the development of a Human Resources Manual and an Internal Rules and Regulations (Règlement Intérieur). These documents will formalize policies and procedures governing employment, conduct, performance, and organizational culture in the Mali office. 2. Objectives To develop a comprehensive Human Resources Manual aligned with The Carter Centers policies and Malis legal and operational context. To draft a legally compliant Règlement Intérieur (Internal Rules and Regulations) suitable for formal validation by the Labor Inspectorate. To standardize HR practices across departments and provide clarity to staff on their rights, responsibilities, and working conditions. 3. Scope of Work The consultant/firm will: 3.1. Review Phase Analyze existing HR documents, contracts, and relevant internal policies (local and Atlanta-level). Assess compliance gaps with Mali labor laws and Carter Center standards. Interview key personnel (e.g., Country Representative, HR focal point, Finance/Admin leads). 3.2. Development of the HR Manual The consultant will be expected to draft comprehensive policies and procedures for The Carter Center Mali, including but not limited to: Employment framework and contracts Compensation and benefits Working conditions and leave policies Performance management and staff development HR administration and employee relations Exit procedures and governance Internal rules covering conduct, safety, discipline, and grievance mechanisms These will be aligned with Mali labor law and The Carter Centers internal standards. 4. Deliverables Inception report and work plan (within first week) Draft HR Manual and ROI Final HR Manual and ROI in French and English (editable Word format) Validation certificate from the Labor Inspectorate (for ROI) Presentation to senior staff and handover session 5. Timeline Estimated duration: 46 weeks Start date: Determined upon contract signing Completion date: To be agreed 6. Reporting Line The consultant will report to the HR Global Mobility Advisor, Overseas Operations. 7. Qualifications Proven experience in HR policy development and labor compliance in Mali Strong knowledge of Mali labor code Familiarity with international NGOs or donor-funded projects Bilingual fluency (French and English) (Preferred) 8. Assessment Criteria Criterion Name, Weight (%), Evaluation Factors Technical Expertise and Experience, 30 %, Evaluation Factors Proven experience in developing HR manuals and internal policies for organizations in Mali or similar legal environments. Familiarity with Malis Labor Code and employment regulations. Experience working with public institutions, NGOs, or multinational organizations in Africa. Demonstrated understanding of HR policy integration with labor law compliance. Methodology and Approach, 25%, Evaluation Factors Clear and structured methodology for reviewing existing HR practices and drafting policies. Inclusion of participatory and inclusive approaches (e.g., gender sensitivity, diversity, and inclusion). Alignment with international HR standards and best practices. Legal and Regulatory Compliance, 15%, Evaluation Factors Demonstrated ability to ensure full compliance with Malis Labor Code. Integration of legal updates and futureproofing the manual. Project Management and Delivery, 10%, Evaluation Factors Realistic and detailed work plan with timelines and milestones. Clear roles and responsibilities of the consulting team. Risk mitigation strategies and quality assurance mechanisms. Team Composition and Qualifications, 10%, Evaluation Factors CVs of key personnel, especially the Lead Consultant. Minimum of 10 years of experience in HR policy development or labor law consulting. Advanced degrees in HR, law, public administration, or related fields. Cost and Value for Money, 10%, Evaluation Factors Detailed financial proposal with breakdown of costs. Justification of pricing in relation to scope and deliverables. Cost-effectiveness and budget alignment.
