Tenders are invited for Consultancy for Facilitating the Process of Drafting the Common Strategic Framework (CSC) Niger 2027-2031 of Non-Governmental Cooperation Actors. Closing Date: 16 Oct 2025 Type: Consultancy Consultancy Context Belgian Non-Governmental Cooperation Actors (NGCAs) are currently preparing their five-year programs in Niger for the period 2027-2031. In accordance with the Royal Decree of September 11, 2016, revised on April 30, 2024, these programs must be part of a Common Strategic Framework (CSF), which constitutes a strategic reference instrument validated by the Directorate-General for Development Cooperation and Humanitarian Aid (DGD). In 2020, a joint context analysis was conducted, and in 2021, the Niger CSF 2022-2026 was approved by the DGD. The future CSF 2027-2031 will build on the achievements and lessons learned from this experience. It will be developed collectively and participatory by all NCAs active in Niger, also involving their local partners. The consultancy mission essentially consists, under the supervision of the ACNG members of the CSC Niger and the editors-in-chief, Médecins du Monde (MdM), of supporting the collective development process and ensuring the consistency of the final document, which must be submitted to the DGD by December 15, 2025 at the latest. 2. Roles of the CONSULTANT The following responsibilities will be implemented specifically and cross-functionally based on the annual individual action plan, established in collaboration between the manager and the incumbent of the position in question. They may evolve depending on the context. Contribute to the Common Strategic Framework (CSC) Niger Conduct an updated analysis of the context and risks in Niger, integrating political, socioeconomic, environmental, and demographic dimensions, civic space and civil society, as well as the role of national, bilateral, and multilateral partners; Support the definition of strategic targets and demonstrate their relevance for development, in line with the Sustainable Development Goals (SDGs), Nigers national priorities, and the lessons learned from the 2022-2026 CSC; Describe the approaches favored by the ACNGs, ensuring their strategic nature, and identify and articulate complementarities and synergies between ACNGs and with other actors, including Belgian bilateral cooperation; Formulate collective learning questions that will structure CSC learning throughout the 2027-2031 period. Facilitate an inclusive and participatory process involving all ACNGs and their local partners; Ensure the final drafting of the Niger CSC 2027-2031, in the harmonized vade-mecum format, validated by the ACNGs and ready for submission to the DGD. Cross-functional Support and Coordination In addition to this core component, the consultant helps strengthen the quality and overall consistency of strategic planning processes: Facilitation and facilitation: Organize or co-facilitate remote strategic thinking or co-writing workshops. Document management: Ensure the proper organization of working documents, the sharing of versions, and the traceability of contributions. Communication and reporting: Prepare summary notes, meeting minutes, and progress reports on the CSC development process. Deliverable 2 Draft Text: Part 1 - Detailed Context Analysis and Risk Analysis (Chapter 2: 5 pages / Chapter 3: 2 pages) General Context (political, socioeconomic, environmental, etc.) Link to relevant themes/strategic objectives Macroanalysis of national policies Overview of civil society and other relevant stakeholders Risk Analysis Deliverable 3 Draft Text: Part 2 Strategic Objectives/Targets List of strategic objectives/targets (Chapter 4) 1 page For each strategic objective: relevance, approaches, complementarity and synergies (Chapters 5, 6, 7) 5 pages per strategic objective/target Link to thematic CSFs and synergies (Chapter 8) 2 pages per CSF Collective Learning Questions (Chapter 9) 2 pages Deliverable 4 Final Text of the Niger CSF 2027-2031 Validated by the consortium and in accordance with the format expected by the DGD. By November 15: Deliverables 1 to 3. By December 7: Deliverable 4. Expected Results A validated Niger 2027-2031 CSC, in accordance with the handbook, approved by the ACNGs, and submitted to the DGD; A participatory, inclusive, and documented process, ensuring the integration of local partners; Clearly defined collective learning questions; A concise, strategic, and communicable document (compliance with the handbook page guidelines). Analysis Principles The consultant must consider the following analysis principles: Neutrality: The consultant must remain neutral and avoid any bias in the information or results of the discussions. Confidentiality: Respondents must be guaranteed absolute confidentiality: data will not be attributed to individual respondents, and the consultant will request permission to use anonymous quotes or narratives when presenting their findings. Factual basis: Opinions and perceptions must be firmly based on facts and experiences with the organizations. Cultural fit: Care must be taken to balance sensitivities related to local and organizational culture and practices to gain a true perspective on partnership issues. Gender and generational sensitivity. Duration, timeline, and budget Total duration: 2.5 months (October to December 2025). A precise timeline will be established in consultation with MdM, editors-in-chief, as part of this process. Estimate: approximately 20 days of consultancy. Consultant profile Solid knowledge of Nigers political, economic, and societal context; Excellent knowledge of the Belgian Federal Cooperation framework and the requirements of the DGD, particularly regarding the implementation of Common Strategic Frameworks; Proven expertise in multi-stakeholder facilitation, participatory process management, and workshop facilitation; Excellent strategic writing and synthesis skills; Knowledge of the SDGs and Nexus (humanitarian-development) approaches; Gender, intergenerational, and intercultural sensitivity; Neutrality, confidentiality, and analytical rigor. Contractual Terms Service provision contract established with Médecins du Monde (MdM), which will be the lead organization for the contract. Payment in installments: 50% upon signature, 20% after validation of deliverables 1 and 2, 30% after acceptance of the final deliverable. All expenses related to the assignment (travel, insurance, visa, per diem) are the responsibility of the consultant.
