Tenders are invited for Mid-Term Review of the RDPP-Funded Project Alfanar Alfanar, in collaboration with the Regional Development and Protection Program Jordan and Lebanon (RDPP III) under the Embassy of Denmark in Beirut, launched the ASPIRE-VP project, Addressing Social Development and Protection In the Region through Venture Philanthropy, in 2024. The project focuses on increasing employment, creating decent jobs, and improving livelihoods for vulnerable communities in Lebanon and Jordan. By supporting locally led social enterprises (SEs), the project aims to drive systemic change, foster sustainable solutions, and empower marginalized groups, including women, youth, migrants, and refugees. ASPIRE-VP is committed to scaling impactful SEs that align with the Sustainable Development Goals, particularly SDG 8 (Decent Work & Economic Growth) and SDG 10 (Reduced Inequality), through targeted financial and technical support. The MTR will: · Cover the implementation period from February 2024 to September2025. · Include all relevant geographic locations and project activities. · Develop and implement a methodology for collecting and reporting outcome indicator data. · Provide tools and analytical methodology for assessing outcome indicators to enable replication during the end-of-year evaluation. The consultant/team is expected to submit the following: Inception Report: Detailing methodology, tools, including stakeholder analysis, limitations and work plan. Draft final Mid-term evaluation Report Final Mid-term Evaluation Report (between 30 to 40 pages), including: Executive Summary Findings per component Cross-cutting insights Conclusions and actionable recommendations Annexes · How to apply Interested candidates are invited to review the attached ToR and submit: 1. Scope of Work The MTR will: Cover the implementation period from February 2024 to September2025. Include all relevant geographic locations and project activities. Develop and implement a methodology for collecting and reporting outcome indicator data. Provide tools and analytical methodology for assessing outcome indicators to enable replication during the end-of-year evaluation. Evaluate all relevant project components implemented during the mentioned period to answer the following (not an exhaustive list): *Please note that the list could be elaborated based on data collection and/or discoveries during the MTR. - - - - - Relevance - - To what extent are the project objectives and activities aligned with the needs and priorities of target communities (refugees and vulnerable host populations)? Are the chosen interventions appropriate given the context in Jordan and Lebanon? Effectiveness - - - What progress has been made toward achieving the intended outcomes (e.g., employment, job creation, skills development)? What factors have contributed to or hindered the achievement of results? How effective is the partnership approach (e.g., with SEs, SESOs, and local stakeholders)? Efficiency - - Are project resources (financial, human, and technical) being used in the most efficient way? Are the project timelines and implementation modalities appropriate? Impact - - Are there any observable changes in beneficiaries livelihoods, skills, or employment opportunities? What are the early signs of systemic or sustainable impact? Sustainability - Are the results and benefits of the project likely to continue beyond the project period? - - What steps are being taken to ensure sustainability of supported social enterprises? Cross-Cutting Themes - - - How well are gender equality, youth engagement, and inclusion of vulnerable groups integrated into project design and implementation? Are there unintended positive or negative consequences for specific groups? Learning and Adaptation - - What lessons have been learned so far?
