Tenders are invited for Humanitarian Reset and Youth Engagement, Opportunities or New Challenges! Scope of work and deliverables: Desk Review · - Analyze the Humanitarian Reset, and relevant global reform frameworks (e.g., Grand Bargain, New Way of Working, Localization Agenda). · -Review relevant national frameworks, cluster coordination documents, and humanitarian strategies in Palestine. Comparative Analysis · - Identify similarities, differences, and evolution between the Humanitarian Reset and prior reform agendas. · - Analyze the implications of these reforms for youth inclusion, particularly in Palestine. Youth Engagement Assessment · - Examine the historical role and current status of youth participation in humanitarian decision-making in the West Bank and Gaza. · - Assess opportunities and challenges for youth engagement under the Humanitarian Reset. · -Include a gender and inclusion lens to highlight the barriers faced by young women and multi-vulnerable youth. · -Facilitation of a discussion virtual workshop with humanitarian stakeholders (local, national, and international), including OCHA, Clusters, youth-led organizations, and youth groups/leaders to discuss findings of the policy paper and collaboratively explore ways to enhance youth and womens participation within the humanitarian coordination architecture in Palestine. · - A brief workshop report summarizing the discussions, key feedback, and actionable recommendations. Stakeholder Consultations (Optional but recommended) · - Conduct key informant interviews (KIIs) or focus group discussions with youth groups, humanitarian actors, and cluster coordinators. · - Engage with members of the Humanitarian Youth Group Palestine (HYGP) and other youth-led organizations. Duration and working schedule: The assignment shall be conducted between 25th October- 25th of December,2025. The specific level of effort for the firm / consultant will be based on the agreed workplan that will be finalized with the contract. Reporting Requirements: The consultant/firm will be responsible for producing a detailed policy analysis paper (approximately 1520 pages) that meets the objectives outlined in this ToR. The policy paper must also be submitted in both English and Arabic, written in clear and accessible language. All conclusions and recommendations should be logical, well-defended, and clearly derived from evidence gathered through consultations with relevant stakeholders., along with a 23 page executive summary in English and Arabic, and a PowerPoint presentation summarizing key findings and recommendations. In addition, the consultant must submit a workshop report summarizing participant feedback, recommendations, and key insights related to the integration of youth and women into humanitarian coordination mechanisms. Qualifications of consultant/firm · - University degree in Political Science, Humanitarian Affairs, Public Policy, Youth Studies, Development Studies, or a related field. A postgraduate degree is an asset. · - At least 5 years of experience in humanitarian research, policy analysis, or coordination. · - Familiarity with global humanitarian reforms and frameworks (Grand Bargain, Clusters, Localization, etc.). · - Demonstrated experience working on youth participation, inclusion, and gender equality in humanitarian contexts. · - Strong analytical and writing skills in English. · - Experience working in or with humanitarian actors in Palestine or similar contexts is highly preferred. · - Experience in workshop facilitation and stakeholder engagement, particularly with humanitarian coordination actors and clusters, is an added value. Prerequisites for accepting financial offers · - Prices are inclusive of value added tax for establishments officially registered with the Ministry of Finance; while for individuals and non-profit institutions, the offered prices will be subject to a 5% deduction for income tax. · - Applicants must submit a valid deduction from source certificate along with the offer. · - Prices are to be submitted in USD and are valid for 30 days starting from the applications closing date. · - The quotation must be detailed and based on the work mechanism proposed by the consultant/firm. · - The quotation Opening Committee is not bound by the lowest prices.
