Tenders are invited for Venezuela - Final External Evaluation Closing Date: 19 Oct 2025 Type: Consultancy Themes: Health/Protection and Human Rights/Water Sanitation Hygiene Project: Integrated response to the emergency needs of the most vulnerable populations in Venezuela Donor: ECHO Project duration: June 2024 to November 2025 Estimated timeframe: October to December 2025 Background The ECHO-funded CONAHVE Consortium brings together 16 organizations (12 national and 4 international) to deliver a multisectoral response across eight Venezuelan states (Caracas, Miranda, Sucre, Zulia, Falcón, Delta Amacuro, Bolívar and Amazonas). Its intervention areas include protection (gender-based violence, human trafficking), health (primary care, sexual and reproductive health, MHPSS), and WASH, under an integrated humanitarian coordination framework. International partners include: COOPI, active in Miranda, Capital District, Sucre, Delta Amacuro and Bolívar, focusing on protection, SRH and WASH CESVI, operating in Zulia, Falcón and Amazonas, focusing on child protection and gender-based violence ACTED, implementing WASH interventions in Amazonas and Falcón, in collaboration with local partners and IMPACT PUI, working in Delta Amacuro, Bolívar and Amazonas, providing health, nutrition and psychosocial support services together with local partners Other consortium partners include HIAS Venezuela, Visión Mujer, PLAFAM, Rehabilitarte, Azul Positivo, AVEC, IMPACT, Kadi Wenunte, FundAFID, Centro TET, País Plural, and AVESSOC. Evaluation Objective To independently assess the design and implementation of the project (from inception to closure), the degree of achievement of expected results, lessons learned, good practices, and to propose recommendations for future proposals to the donor. Scope & Criteria The evaluation will cover the DAC criteria: relevance, coverage, coherence, effectiveness, efficiency, impact and sustainability. It will also analyze how gender, diversity, protection, and environmental approaches were integrated.
