Work Detail

Tenders are invited for Evidence-Based Research and Targeted Advocacy Trainer. Trócaire is a partner-oriented organisation, committed to the principles of localisation of development and humanitarian aid; including building the capacities of its local partners wherever it works to ensure their ability to operate effectively and respond to humanitarian emergencies or crises with measurable impact. Trócaire is currently implementing a project funded by RDPP, in collaboration with three partner organizations. It aims to enhance the capacity of both decision-making staff and advocacy officers to apply evidence-based research in designing and implementing targeted advocacy initiatives. Objective : The primary objective of this consultancy is to provide capacity strengthening in Evidence-based Research and targeted advocacy to our partners staff (including country directors, senior managers, and advocacy officers) by providing targeted training on impactful advocacy grounded in credible evidence. The objective is to equip participants with practical skills in generating, analysing, and using data to inform advocacy efforts that are strategic, persuasive, and results driven. Scope of Work : The consultant should ensure that training content and facilitation methods are gender-sensitive and inclusive, addressing the different experiences, needs, and perspectives of diverse groups (e.g., women, men, youth, people with disabilities, marginalized groups). Material Development Develop and submit tailored training proposals in line with the identified needs. Training Design The consultant will be responsible for designing and delivering a 3-day joint training session for relevant partner staff and focal points. The training should be contextually relevant for Lebanon partners, and interactive. The trainer is expected to propose a detailed training plan and methodology. The proposal should demonstrate how each session will engage participants, build practical skills, and relate to their real-world advocacy work. The trainer will also be expected to include appropriate evaluation tools that will help in measuring the transferred knowledge pre and post training. Training material will be reviewed and signed off by Trócaire prior to the workshop. Content Framework The training should include the following: Foundations of Evidence-Based Research and Advocacy (Day 1): Introduction to the concepts and importance of evidence-based approaches Overview of research methods relevant to advocacy (qualitative & quantitative) Practical approaches to data collection and validation Ethical consideration in research and data use Interpretation and using data for Advocacy (Day 2) Quantitative and qualitative data analysis to identify key findings and trends. Understand how to connect interpreted data to advocacy goals and policy priorities. Explore practical tools for summarizing, visualizing, and presenting data effectively. Group Exercise: Apply data interpretation skills in groups to develop evidence-informed advocacy strategies. Communication, Policy Influence, and Final Outputs (Day 3) Using evidence in communication and messaging Writing impactful policy briefs and other advocacy materials Presentation and peer review of group-developed advocacy plans Monitoring and evaluating Advocacy Efforts Reporting and Documentation Prepare and submit a final report detailing the activities conducted, key findings, recommendations, and outcomes of the consultancy for the overall training and coaching. Deliverables Develop and submit training curriculum in line with the partner priority needs inclusive of proposed modalities, exercises, agenda and evaluation tools. Final consultancy report, including an overall summary and including partner-specific analysis, covering activities, findings, outcomes, and recommendations. Timeline The consultancy will span over a period of 3 days as follows: Joint Training Session: [3 days] Time should be factored in for Trócaire to review and comment on the report and other outputs, and for the consultant to make revisions based on Trócaires feedback (approximately 2 days). The submitted final products will require the final review and approval by the Partnership Program Manager for the consultancy to be brought to conclusion. Qualifications and Experience Masters degree in public policy, Social Sciences, Development Studies, Communications or a related field. Proven experience in advocacy, policy analysis, or research methods. Strong knowledge designing and implementing advocacy strategies informed by research and data. Proven experience in conducting similar training. Excellent communication and facilitation skills. Arabic language is a must. Ability to work collaboratively with diverse partners. Strong analytical and report-writing skills. Proposal Submission Proposals should include the following: The CV of the consultant(s), outlining relevant experience, accomplishments, and contact information of 2 references. A written technical and financial proposal1, outlining the proposed content, schedule/work plan and the consultants proposed fees/daily rate, with justification. Conflict of interest statement: Applicants should state clearly whether they have an actual or potential conflict of interest with the staff, volunteers, and/or board of Trócaire. Detailed proposed work plan. Each technical proposal will be evaluated based on technical quality; background and experience of the consultant; and value for money. Please also submit a detailed Financial Proposal, with all the relevant documents, including MoF number, ID, and registration. The consultancy fees will be defined and agreed with their consultant based on their level of experience and proposal.
