Tenders are invited for Strategic Resource Acquisition and Partnership Support Consultant Duration: 35 days (October 2025 June 2026) Mode: Hybrid Working Reports to: Country Director WWF-Cambodia Works with: Conservation Programme Director and Programme Development Manager, WWFCambodia Type of Engagement: Part-time Consultant Background WWF Cambodia is part of the global WWF network, one of the worlds largest and most respected independent conservation organizations. WWF-Cambodia works to protect Cambodias rich biodiversity and ensure sustainable development. To sustain and scale up its conservation efforts and align with its Office Strategy Plan, WWF-Cambodia is seeking dedicated support to strengthen its resource acquisition function and build strategic partnerships with donors, including foundations, corporations, and institutional/public sector funders. A major focus of this consultancy will be to look at the large, multi-year grants and also in-country funding opportunities including corporate engagement, philanthropic support, and active community actions. 2. Objective of the Assignment The objective of this consultancy is to provide targeted support to the leadership to position WWFCambodia for long-term financial sustainability by strengthening strategic resource mobilization structures, and refining its Resource Acquisition strategy, identifying new funding opportunities, and supporting the WWF-Cambodia team in developing quality funding proposals to secure resources for its conservation and sustainability work in Cambodia. 3. Scope of Work and Deliverables The consultant will support WWF-Cambodias Resource Acquisition efforts by undertaking the following tasks: Proposal Development 2 o Lead/support the writing of grant proposals, concept notes, and Expressions of Interest (EOIs). o Lead the development of a minimum of 3 proposals (1 per landscape/programme), chosen from a list of priority projects (Annex 01) o Ensure alignment with donor requirements and WWF standards. Strategy and Planning o Assess WWF-Cambodias value proposition in relation to WWFs global conservation priorities (Roadmap 2030), and the changing donor landscape recommend positioning for climate, nature-positive finance, localization etc. Due diligence o Review current due diligence process for potential donors and draft contextualized due diligence guidelines for WWF-Cambodia aligned to the global guidelines (doable actions, risk exposure thresholds, and timeline). 4. Timeframe and Level of Effort The consultancy will run from October 2025 to June 2026. The expected level of effort is approximately 35 working days over the above timeline, with flexibility depending on agreed milestones and deliverables. 5. Qualifications and Experience At least 15 years of experience in Resource Acquisition, business development for NGOs, preferably in the conservation or development sector. Proven success in writing winning grant proposals for bilateral/multilateral donors, foundations, and corporations. Strong understanding of donor landscape in Southeast Asia and globally. Excellent English writing and communication skills. Familiarity with WWFs mission and approach is an asset. Ability to work independently and deliver within tight deadlines. 6. Supervision and Reporting The consultant will work under the direct supervision of the Country Director with strategic guidance from the Conservation Programme Director and Programme Development Manager. Regular check-ins will be scheduled to align on priorities, deliverables, and any emerging opportunities.
