Expression of Interest for Dares Impact Evaluation - Baseline Data Collection The International Finance Corporation (IFC), a member of the World Bank Group (WBG), is the largest global development institution focused on the private sector in emerging markets. Mission 300 is an ambitious World Bank Group (WBG)-African Development Bank (ADB) initiative to connect 300 million people in Africa to electricity by 2030. The World Bank Groups (WBGs) Distributed Access Renewable Energy Scale-Up (DARES) initiative offers complementary forms of financial support to private mini-grid developers to support extending access, particularly to more vulnerable households, and market creation. IFCs Development Impact Department (CDI) is leading a rigorous impact evaluation of the economic outcomes of DARES-supported mini-grids for firms and households, as well as social and environmental impacts for communities. The study is taking place in North Central and North-Eastern Nigeria, and is a partnership with the first client under IFCs DARES Platform. The methodology is a phased randomized controlled trial (RCT) as well as a complementary regression discontinuity design (RDD) comprising mainly retrospective communities that already received build or were marginally ineligible, plus a small number of prospective communities that are marginally ineligible for future build. The aim is that providing rigorous evidence on impact will help stimulate and guide further private, public and philanthropic investments in mini-grids including the ongoing design of the WBG DARES initiative and the expansion of DARES to other countries in Sub-Saharan Africa. To support this impact evaluation, IFC now seeks to contract a qualified firm to facilitate a first round of in-person surveys beginning in January 2026.
