Public Transport Services By Railways – Public Service Concession For The Provision Of Passenger Rail Transport Services On The Paris - Dijon - Lyon Lot - Reference Number: 2025-05S12-001. This Involves Operating, Within The Framework Of A Public Service Contract Awarded After Competitive Bidding, The Paris - Dijon - Lyon Lot Service Corresponding To The Implementation Of Commercial Rail Traffic With A Total Annual Volume Of 4.1 Million Train-Kilometres With A Possible Evolution Of The Offer Through An Intercity Service Between Paris-Bercy, Dijon-Ville And Lyon Part-Dieu. The Lot Will Be Allocated 29 Z54500 Electric Self-Propelled Equipment With A Capacity Of 355 Seats Each, Put Into Service In 2022 For Sixteen Of Them, In 2023 For The Next Eight And In 2027 And 2028 For The Last Five. To Organize These Services, The Operator Will Rely On The Equipment And Installations Owned By The Region. The Missions Of The Future Concessionaire Are As Follows: - The Actual Operation Of The Transport Services - That Is To Say The Traction, Support And Operational Management Of The Trains - Is Entrusted To The Operator On The Line Which Constitutes The Lot Described Above. - Routine Maintenance Of Rolling Stock (Levels 1 To 3) Is Entrusted To The Operator Who Will Be Provided With A Fleet Of Equipment And Maintenance Facilities. The Operator Will Organize With Sncf Réseau Its Requests For Storage Routes For Material On Sites Where Operations Require It. - Marketing Of The Service And Distribution Will Be Organized By The Region. On The Other Hand, The Operator Will Be Assigned Station Ticket Office Staff. They Will Also Be Able To Carry Out First-Level Management Missions For Station Distribution Tools. - The Bfc Region Has Chosen To Maintain The Management Of The Stations At Sncf Gares & Connexions. Sncf Gares & Connexions Will Adapt Its Organization To The New Context: Direct Operation Or Subcontracting To Railway Operators Or Other Service Providers. The Region Will Make Available To The Operator The Distribution And Passenger Service Tools Deployed On The Regional Network. The Duration Of The Contract Is 10 Years From The Start Of The Service, With A Possible Extension Of 3 Years At The Initiative Of The Region. The Operator Must Be A Railway Company Holding Approval And A Safety Certificate. Compensation Could Be Granted By The Region To The Operator In Return For Operating The Service In Relation To The Level Of Attendance And Revenue. Staff Currently Assigned To This Lot Will Be Able To Benefit From The Continuation Of Their Employment Contracts And The Guarantees Attached In Accordance With Articles L. 2121-25 To L. 2121-27 Of The Transport Code As Well As The Maintenance Of The Provisions Of The Collective Agreement For The Railway Branch Mentioned In Article L. 2162-1 Of The Same Code. It Is Expected That The Contract Awardee Will Create A Company Dedicated To Managing The Service. The Concessionaire Must Have Obtained The Necessary Authorizations To Exercise The Transport Profession.
