Expression of Interest for Multi-Purpose Cash Assistance (MPCA) and/or community-based Mental Health and Psychosocial Support The escalation of clashes along the CambodiaThailand border in late July 2025 has generated significant humanitarian needs. As of October 2025, more than 10,000 people remain displaced across 25 sites; with others residing in host communities in Siem Reap, Preah Vihear, Oddar Meanchey, and Banteay Meanchey, while over 800,000 Cambodian migrants returned from Thailand. Despite a ceasefire declared on 28 July, conditions for safe return remain precarious due to unexploded ordnance, damaged housing, disrupted services, and loss of livelihoods. According to the Humanitarian Needs Assessment Report, urgent needs include protection, shelter, WASH, health, food security, and education, with particularly severe risks for children, women, older persons, and persons with disabilities. Additionally, nearly 900 000 Cambodian migrants have returned from Thailand due to insecurity, loss of income, and border closures. The sudden influx has placed pressure on host communities and already limited services in border provinces, particularly Oddar Meanchey, Preah Vihear, Battambang, Siem Reap and Banteay Meanchey. Displaced households face urgent challenges in meeting their basic needs. Loss of income and restricted access to markets have increased reliance on harmful coping strategies. Many families have depleted resources after multiple displacements and require MPCA to meet urgent needs, including food, shelter, and health needs with dignity. In parallel, the crisis has severely affected mental health and psychosocial wellbeing: displacement, exposure to violence, and family separation have increased stress and vulnerability, particularly among children, women, and elderly persons. However, access to MHPSS services remains limited, with weak referral pathways and overstretched health systems.
