Tenders are invited for Livable, Resilient and Water-Secure Cities Investment Program (Lrwscip) Program Design and Implementation Assistance Consultant (Consultant) SCOPE OF SERVICES 8. MISTI is seeking to engage a consultancy firm to act as the Program Design and Implementation Assistance Consultant (PDIAC or the Consultant), which will support MISTI in the overall implementation and management of Output 3 for Tranche 1 of the program. The Consultant will also support MISTI in preparing similar components for the next tranche (Tranche 2). Tranche 1 is expected for implementation from Q2 2026 until Q2 2032, while Tranche 2 is expected to be implemented from 2028 to 2034 (Annex 1). 9. The PDIAC will report to MISTI (the Client) and will work closely with the dedicated PMU established by MISTI. The PMU is responsible for supervising and monitoring the progress of the Consultant and providing instructions and guidance as required. The Consultant will also emphasize the adoption of pro-poor, gender-sensitive, climate-resilient, and pro-environmental urban development strategies to support the achievement of key national development strategies, such as the RGCs Pentagonal Strategy Phase I. 10. The investment programs implementation arrangement has been designed to support improved coordination of the EA and IAs in the delivery of cross-cutting institutional capacity building and sector reform. This will require the Consultant to interact with MPWT and MLMUPC, other relevant Ministries, and consultants engaged on other LRWSCIP outputs. 11. The Consultant will support the effective implementation and timely completion of the program by: (i) supporting MISTI to effectively implement and manage Output 3 (Tranche 1) via ffective program management and reporting practices; (ii) preparing master plans, feasibility studies, conceptual designs for Tranche 2 components (iii) developing detailed engineering designs (DED) for Tranche 2 components; (iv) preparing bidding documents for Tranche 2 components, including safeguards requirements and other pre-construction activities; (v) providing construction supervision and contract administration for Tranche 1 components; (vi) ensuring compliance with government policies and regulations and the relevant ADBs policies and guidelines, such as the Procurement Policy, the Safeguards Policy Statement, the Gender and Development Policy, and the Guidelines for Gender Mainstreaming Categories of ADB Projects; and (vii) providing institutional capacity development. An outline of tasks to be conducted by the Consultant is provided in Table 1. An indicative summary of works required per city, and an indicative schedule of key deliverables/activities is provided in Annex 2. A comprehensive listing of works and expected implementation timelines for Tranche 1 components will be available in the bidding documents, currently under finalization.
