The mission of the organization is to promote self-reliance by harnessing the creative and entrepreneurial drive of rural women and youth, to problem solve, build resilient local economies, and improve the quality of life for their families and communities. Nascent is currently implementing a US Department of Agriculture funded International Food for Education and Child Nutrition project in Cameroon. In December 2022, the Organization for the Harmonization of Business Laws in Africa (OHADA) adopted a new financial reporting framework for nonprofit organizations, published in February 2023 and effective from January 2024. This systemSYCEBNLaims to ensure that nonprofit financial statements are accurate and aligned with standardized requirements. To ensure compliance with the US Government policies and SYCEBNL, Nascent seeks the services of a qualified professional who understands the two systems to train and support its Cameroon-based finance team in implementing the revised reporting standards to align with the USG requirements. Training Objectives Strengthen the capacities of the Nascent Cameroon Finance team on the USG policies, rules and regulations Strengthen the capacity of Nascent Cameroons finance team to implement the SYCEBNL accounting system. Review and update Nascent Cameroons accounting practices to align with the USG and new OHADA regulations. Scope of Work The consultant will be responsible for the following tasks: Develop a Standard Operating Procedure (SOP) for SYCEBNL implementation and enhance alignment with USG requirements. Conduct training sessions on the SYCEBNL Accounting and Reporting System. Align Nascents chart of accounts with USG and SYCEBNL requirements. Review the existing accounting software to ensure compatibility with both Generally Accepted Accounting Principles (GAAP) and SYCEBNL standards. Assess and optimize payroll processes to ensure compliance with USG and Cameroons labor and tax laws. Advise on annual statistical declarations and support regulatory compliance. Provide guidance on any additional tax, payroll, or reporting-related matters. Eligibility This call is open to duly registered and authorized individuals or accounting/audit firms operating in Cameroon that meet the criteria outlined below. Consultant Profile Demonstrated understanding and experience in US Government Rules and Regulations INGOs and the Cameroon Demonstrated experience with the Cameroon INGO reporting systems Registered and recognized by relevant accounting regulatory bodies in Cameroon. Partner or manager must be a registered member of ONECCA (Ordre National des Experts Comptables du Cameroun). Demonstrated expertise in the OHADA accounting system. Documented history of successful delivery of comparable Training Membership in an international accounting network is required.
