General Procurement Notice for Provision Goods, Works, Related Services and Consulting Services for Support the Improvement of the Electricity Service in the Bahamas Bh-L1057 - Support the Improvement of the Electricity Service in the Bahamas The general objectives of the Project are to improve BPLs efficiency, service quality, sustainability, and the resilience of the electricity supply services in The Bahamas. The specific objectives of the Project are under the following components: 1) Component 1. Improve BPL grid operations through digitalization (US$81.9 million). This component will finance: supply and installation of Advanced metering infrastructure (AMI), replacing the existing meters for BPL customers in New Providence and the FIs, including its cloud-based software, where data is collected, managed, and analyzed. The component will also finance a sensitization campaign to explain to the population the changes and benefits attainable by using the new equipment; the expansion of SCADA in the transmission and distribution system to the remaining FIs integrating an Outage Management Solution (OMS) to monitor and remotely control BPLs electricity grid, and better detect and manage outages and facilitate the penetration of new RE generation; the development of a geographic information system (GIS) with digital geospatial mapping of the existing electrical infrastructure; the purchase of standard equipment and spare parts so that BPL could improve response time and provide additional services; the modernization of the control room with the installation of digital displays, new computers and servers and modern devices to facilitate country-wide operations. 2) Component 2. Strengthen Institutional Capacity (US$3.7 million). This component will finance the following activities: improvement of BPLs data management system following international standards and methodologies; strengthening the capabilities of medium and long-term energy planning, considering resilience and climate change impacts; (iii) Page 2 of 2 supporting BPL to strengthen its financial management and governance to introduce Enterprise Risk Management including execution of an enterprise risk assessment with risk registers and antifraud programs, and business continuity; capacity building on information technology, cybersecurity and big data, so that BPL is prepared to operate the cloud based AMI and SCADA solutions; develop pre-feasibility studies to have a pipeline of future energy projects; and strengthen the human resources function with activities to increase womens hiring, retention, and promotion, and with a training to raise awareness on PwD and enhance accessibility to services for PwD customers.
