Background: Under the Global Partnership for Education (GPE) Education Sector Programme Implementation Grant (ESPIG), UNESCO is implementing activities towards the attainment of the following three (3) outcome areas. Outcome 1: Ensuring safe and equitable access to learning for children and youth in Myanmar; Outcome 2: Ensuring quality teaching and learning for children and youth in Myanmar by strengthening the capacities of education staff and fostering context-responsive, equity-focused learning resources and modalities adapted to the evolving situation; and Outcome 3: Ensuring systems strengthening, management, coordination, and monitoring. UNESCO, through the Education Sector Programme Implementation Grant (ESPIG) project, continues this effort, addressing the needs for both pre- and in-service teacher education under ESPIG Outcome Area 2: Ensuring quality teaching and learning for children and youths in Myanmar by strengthening the capacities of education staff and fostering context-responsive, equity-focused learning resources and modalities adapted to the evolving situation. As an effort to deliver quality teacher education, UNESCO brings the Myanmar Teacher Platform (MTP; www.mmteacherplatform.net) to offer continuous learning for educators, learners, and other interested parties to access quality learning materials, videos, and other resources in a safe and secure environment and provide online courses on various themes. The UNESCO Antenna Office in Yangon is seeking a qualified service provider to support the promotion, delivery, and evaluation of training for four social studies subjectsSocial Studies, History, Geography, and Economicson the Myanmar Teacher Platform (MTP). The goal is to ensure effective participation and continuous improvement of teacher training programs. II. Objective The key objectives of this assignment include: Ensuring 1,0001,200 educators complete designated courses on the MTP. Delivering training through online, offline, or blended methods to support course completion and assess understanding. Collecting and submitting completion certificates from all successful participants. Designing and conducting a feedback survey to evaluate course impact and identify areas for improvement. Compiling a comprehensive final report detailing achievements, challenges, and actionable recommendations. III. Work Assignments Under the overall authority of the Regional Director of the UNESCO Regional Office in Bangkok and the direct supervision of the Head of Office of the UNESCO Antenna Office in Yangon, the service provider will work closely with the ESPIG project team to fulfill the following responsibilities: 1. Kickoff meeting Upon contract award, the selected service provider will participate in a kickoff meeting with UNESCOs project team to: Present and finalize Work Plan & Timeline (Confirm deliverables, milestones, and reporting schedule, and clarify roles/responsibilities. Coordinate operational strategies for course promotion and data collection. Establish quality assurance protocols for training and deliverables. 2. Desk Review Review all four social studies courses (Social Studies, History, Geography, and Economics) on the MTP. Develop and submit the training materials to UNESCO for approval before delivering any training sessions. 3. Courses Dissemination Promote and facilitate educator enrollment in the courses. Evaluate participants understanding using effective assessment tools. 4. Completion Monitoring Ensuring 1,000-1,200 educators successfully complete the courses and receive completion certificates from the MTP platform. 5. Certificate Collection: Collect and organize completion certificates for submission to UNESCO. 6. Training Sessions Propose four qualified trainers (one per subject). Organize and deliver subject-specific training via online, offline, or blended formats. Ensure training content aligns with MTP course objectives. Implement evaluation criteria to measure participant understanding. 7. Feedback Survey Design and seek UNESCO approval for a participant feedback survey. Conduct the survey, compile responses, and analyze results. 8. Reporting Submit a final report including: Verified list of course completers, Organized completion certificates, Survey findings and insights, Achievements, challenges, and recommendations Provide monthly progress updates highlighting training outcomes and evaluations. 9. Presentation of Findings Deliver a final presentation to UNESCO summarizing key results and insights. Training Evaluation Report (feedback analysis and session effectiveness) and survey Implementation Report (completed surveys and raw data analysis) 15 January 2026 Required Qualifications (mandatory): Organization Eligible organizations are local and international education service providers focused on teacher education and have extensive work with pre-service teacher education and continued professional development for educators (teacher educators, teachers, trainers, etc.) and course dissemination. Some criteria for application are as follows : A good knowledge of the pre-service teacher education curriculum in Myanmar and the learning needs of the different educators would be a great advantage. At least 3 years experience in education and teacher training, particularly for high school level teachers and educators. Proven experience in large-scale course dissemination and participant engagement. Strong capacity in survey design, implementation, and data analysis. Ability to produce high-quality reports and presentations. Capability to organize and conduct effective online, offline, or blended training sessions. Sufficient professionals with excellent communication skills and excellent writing skills in English. Excellent project management skills, including the ability to meet deadlines and manage resources effectively. Desirable Qualifications : Previous experience with international organizations, UNESCO, and/or the UN system, including the World Bank Group, is preferred. Personnel/staff who will implement the activities It is mandatory that the selected service provider must propose at least five personnel to implement and oversee the activities. Failure to do so will result in the proposal being disqualified. Project lead Required Qualifications (mandatory): An advanced degree in the field of education, development, or a related field. At least three years of experience in the field of education and/or training provision. Excellent knowledge of the Myanmar context, particularly pre-service teacher education. Experience in technical support for training materials and online course training with appropriate experience in education, international development, or a related field. Ability to think strategically and creatively in problem-solving; and Ability to work with flexibility and collaboration is essential. Team member/staff to co-implement the activities with the lead personnel: Required Qualifications (mandatory) : Relevant academic qualifications, such as a bachelors degree in education, instructional design, or a related field. Relevant experience in teacher education, teacher training, and learning management systems Expertise in administering evaluation surveys, collecting feedback, analysing and interpreting data. Proficiency in using digital tools for education and a strong understanding of the Myanmar context are highly desirable. Desirable Qualifications : Team members with a good understanding of Myanmar culture and proficiency in the Myanmar language are desirable.
