Expression of Interest are invited for Piloting of Diagnostic Manual for Land and Property Tax to Strengthen Subnational Creditworthiness The objective of this study is to support Indonesian district governments identify key elements for strengthening PBB-P2 as part of a comprehensive district financing strategy, including improvements in fiscal cadaster systems, property valuation, tax collection and compliance, and related policy measures to enhance property tax revenues, equity, and efficiency. This study aims to systematically assess SNGs land and property tax systems and develop strategies for better infrastructure financing. The proposed approach can be adapted by other SNGs nationwide. Recommendations will focus on improving PBB-P2 policies and administration in pilot districts, utilizing the World Banks Property Tax Diagnostic Manual and reporting on technologys role in boosting own source revenue. Strengthening PBB-P2 will help districts create more reliable revenue streams, increase creditworthiness, and improve access to debt financing for infrastructure development.
