Expression of Interest for Hiring a Disaster Risk Management Company to Ground Truth Developed Flood Maps, to Conduct Detailed Risk Assessment of High-Risk Daes and Paes, to Provide Recommendations to Enhance Land Office and Records Resilience The World Bank is hiring a Disaster Risk Management Company to ground truth developed flood maps, to conduct detailed risk assessment of high-risk DAEs and PAEs, to provide recommendations to enhance land office and records resilience. Task 1. Ground Truthing of Prepared Flood Models - Assess the accuracy of and sensitize the prepared flood maps through consultation with district officials in 3 high-risk districts and 2 high-risk provinces. The districts of Luangprabang in Luangprabang province, Paksan in Bolikhamxay province, and Parklai in Xayaboury province, and the provinces of Luangprabang and Bolikhamxay are tentatively selected for the activity, but will be confirmed during the inception stage. The company will collaborate with and use the ground truthing approach developed by the Disaster Risk Management Consultant responsible for the preparation of the flood maps. Possible flood extent maps under different conditions will be provided to the Company in form of vector maps showing flooded areas. The Company is responsible to validate the flood maps, collect information through consultation meetings and update the flood maps to reflect the actual flooding situations at the DAEs and PAEs in close collaboration with DLAM. Task 2. Detailed Risk Assessment - Assess the structural and non-structural safety of the three selected district offices, two province office, and one model office. The assessment should focus on aspects related to the offices safety against floods, landslides,fires and other possible hazards. It should utilize the GFDRRs Building Code Checklist for Structural Resilience (https://www.gfdrr.org/en/publication/building-code-checklist-structural-resilience), especially the following sections of the Checklist for structural design: B3 Geotechnical and substructure design, B4 Structural design, and B6 Existing Structures; and GFDRRs Building Code Checklist for Fire Safety (https://www.gfdrr.org/en/publication/building-code-checklist-fire-safety) on related matters. However, these checklists should be tailored for the context of Lao PDR. - Assess the structural and non-structural design of the land records archives or planned archives in the selected offices. The assessment should focus on aspects related to the archives safety against floods, landslides and fires. - Assess the land records handling and archiving practices in regulations and selected offices. The assessment should focus on how well the land records are protected against floods, landslides and fires in different stages of their processing and archiving. The related regulations will be provided to the Company by the WB Task Team. The Lead Land Administration Consultant of the Task Team will provide support to the Company in assessment of the land records handling and archiving practices. - Interview the staff to gather additional information about the disaster (flood, landslide, fire and other possible hazards) risk of the selected offices, and possible disaster contingency plans in place and their implementation. - Prepare and implement a survey to collect additional information of the at risk DAEs (44) and PAEs (3) and their archives. The survey should be conducted in Lao with clear explanations to ensure that the targeted audiences understand the survey. Survey approach (online survey, telephone call, questionnaire with physical interaction) will be discussed and agreed in the inception stage). The information should include such aspects as building elevation, floor levels, construction type and material, fire safety, status of existing or planned archives, land records handling and archiving practices, recent hazards and etc. Task 3. Recommendations to Enhance Land Office and Records Resilience - Provide recommendations on which of the high-risk offices should be prioritized to be i) relocated or ii) upgraded to reduce their disaster (flood, landslide, fire) risk in long-term. - Provide recommendations how structural and non-structural resilience of existing office buildings could be strengthened against floods, landslides and fires in the short, medium and long-term. The recommendations should be detailed for the visited high-risk offices and model office, while they can be more general for the other offices. The recommendations related to the model office should acknowledge that its design is generally used when new offices are built. - Provide recommendation on how land records handling and archiving could be enhanced in the at risk offices to reduce the risk of them being damaged in floods, landslides and fires. These recommendations would include personnel safety in adverse conditions, personal responsibility for keeping premises clear and maintaining records, premises and equipment in safe and secure condition. Also protocols for escalating issues to senior management when there is concern and the production of short guidelines and notices for staff. The Lead Land Administration Consultant of the Task Team will provide support to the Company in drafting the recommendations related to the land records handling and archiving practices. - Update the Department of Land Management and Develop (DLAM) Manual on Land Document Handling and Archiving to acknowledge these recommendations. Task 4.
