Expression of Interest for recruitment of an international consulting firm to provide support and training on the evaluation of internal control of public administrations and public enterprises, as well as on information systems audit, under PAIC-GEP, for the benefit of the Inspectorate General of Finance (IGF-MEFI) Recruitment of an International Consulting Firm to Provide Support and Training on the Evaluation of Internal Control The services to be provided under this contract include: Development of a methodology and a guide for evaluating internal control of public administrations and enterprises in the Djiboutian context; Preparation of training modules on the internal control evaluation methodology and delivery of training to beneficiaries; Preparation of an awareness plan regarding potential internal control evaluations of administrations and public enterprises, and implementation of awareness-raising activities. The contract is expected to last three (3) months, covering all three phases of the assignment (see ToR). Eligibility and Qualification The Directorate of External Financing (DFE), through the Project Management Unit (UGP), invites consulting firms to express their interest in providing the above services. Interested firms must provide information demonstrating their qualifications and relevant experience (brochures, references to similar assignments, etc.). Consultants may associate to enhance their qualifications. Eligibility criteria, shortlisting, and selection procedures will be carried out in accordance with the Procurement Framework for Bank Group-financed operations (October 2015 edition), available at www.afdb.org. Selection will be based on the firms experience in similar assignments (developing methodologies and guides for evaluating internal control in public administrations and enterprises, training delivery, etc.). Only references supported by proof (copies of contracts or performance certificates) will be considered.
