Bidding will be conducted through the National Competitive Bidding (NCB) procedure and is open to all bidders from eligible source countries. The bid, comprising the technical and -financial documents, must be delivered in separate sealed envelopes: one original and two copies, to the address indicated above. All copies of the bids shall be submitted in separate envelopes, ie., the Technical Proposal, Financial Offer, and Bid Security. enclosed within one outer envelope. The inner envelopes shall be clearly marked as "ORIGINAL" and "COPIES" for both the Technical Proposal and Financial Offer. The bid security shall form part of the technical proposal but must be submitted in a separately sealed envelope. 7. Bids shall remain valid for a period of sixty (60) calendar days after the bid opening and must be accompanied by a bid security of two percent (2%) of the total bid price, in the form of a C.P.O. or an unconditional bank guarantee, with a validity period of ninety (90) calendar days. 9. Bids must be delivered to the Sidama National Regional State Water, Mines & Energy Bureau, Procurement, Finance & Prosperity Administration Directorate, Hawassa, on or before 12:30 p.m. on the 30th calendar day from the date of this announcement. If the 30th calendar day falls on a non-working day or a National Holiday, the bid submission deadline shall be the next working day at the same venue and time. 10. Bids will be opened in the presence of bidders or their representatives who choose to attend in person at 2:30 PM: on the 30th calendar day from the date of this announcement.
