Expression of Interest for Procurement of Consulting Services: Trade Facilitation Specialist Bid closing date: Oct 12, 2025 5:00 PM Bid opening date: No Specific Opening Date and Time Region: Addis Ababa Scope of the work The Trade Facilitation Specialist will play a pivotal role in translating the objectives of the National Logistics Strategy (NLS) into actionable programs and projects, ensuring that customs and trade facilitation reforms align with global best practices. In the context of the NLS midterm review, the consultant will contribute specialized expertise in customs modernization, simplification, and harmonization of procedures. Qualifications and Skills: Bachelors or Masters degree (or higher) from a reputable and accredited university, preferably in Tax and Customs Administration, Tax Administration, Accounting, Economics, Public Finance and Asset Management, or other closely related fields. Professional Experience: - At least 10/8//6 year relevant work/practical experience for Bachelor/Masters or PhD Degree; Technical Expertise - Strong understanding of customs procedures and regulations, underlying theories and concepts, port and terminal operations, trade facilitation, and cross-cutting development issues. Sector Knowledge - Requires more than just demonstrated knowledge of customs operations; it calls for proven experience in customs simplification and reform, as well as institutional expertise in engaging with multiple agencies Sinvolved in port operations. Strong in-depth knowledge of customs procedures and the wider logistics sector in Ethiopia is essential. 4. The EMA invites highly qualified and experienced consulting individuals ("Consultants") that are eligible to participate in the NLS & BES implementation to express their interest in providing the Service for the above positions. Interested consultant should provide Letter of Expression of Interest along with their CVS and information (documentary evidence of academic background, evidence on experience in similar assignments & knowledge, etc.) indicating that they are qualified to perform the services as per the qualification criteria. 5. The attention of interested Consultants is drawn to paragraph 1.9 of the World Banks Guidelines: Selection and Employment of Consultants under IBRD Loans & IDA Credits & Grants by World Bank Borrowers, January 2011 (Revised July 2014) ("Consultant Guidelines"), setting forth the World Banks policy on conflict of interest.
