Expression of Interest for Rural Groundwater Quality Prospect Mapping Consultancy Services Using Quality Cost Based Selection (QCBS) Date Added: September 26, 2025 Deadline: 28/10/2025 Category: Consultancy DATE OF ISSUANCE: 26TH SEPTEMBER, 2025 RWSSI TF GRANT NO: 5800155001751 PROJECT ID NO.: FMWRS/AFDB/RWSS/GRANT/SERVICES/25/002 The Government of Federal Republic of Nigeria has received a grant from Rural Water Supply and Sanitation Initiative Trust Fund (RWSS-TF) of the African Development Bank (AfDB), towards the cost of Inclusive Basic Services Delivery and Livelihood Empowerment Integrated Program in North East States of Nigeria and intends to apply part of the agreed amount from this grant to payments under the contract for Rural Groundwater Quality Prospect Mapping and Baseline Consultancy Services. OBJECTIVE OF THE ASSIGNMENT The objective of this assignment is to assess and map water quality in rural communities of eight states to inform in water supply facility siting, water management and ensure safe water access for domestic purposes as well as establish rural water quality baseline for Community, LGA and State. SCOPE OF THE CONSULTANTS ASSIGNMENT The assignment will be undertaken within the rural communities of the eight states (Benue, Ebonyi, Delta, Yobe, Imo, Osun, Kano and Nasarawa) and water samples shall be taken from groundwater-based community water sources. Key water quality parameters of value to groundwater shall be analyzed using standard methods and GIS tools for mapping. The scope includes Literature Review, Data Collection Tools design, Stakeholder Engagement, Field Sampling and Data Collection, Data analysis, Mapping and spatial visualization, Interpretation of Groundwater Quality Data, Report and Documentation. Under the direct supervision and guidance of the National Program Coordinator for FMWRS- AfDB funded RWSSP, the Consultant shall provide the following services, but is not limited to the following activities: a. Conduct an extensive review of existing studies, reports, and data on groundwater quality in Nigeria with a specific emphasis within the assignment areas; b. Identify key areas prone to waterborne diseases, contaminants, sources of pollution, and regional variations; c. Developed data collection tools must contain basic data and information that are necessary to deliver the assignment and must be approved by the client/stakeholders before deployment d. Engage all the key stakeholders at national and sub national level and local communities to understand water quality concerns and priorities. e. Conduct consultations to gather insights on specific areas for groundwater quality assessment. f. Profile the rural community for the groundwater quality sampling, priority should be given to the community with history of groundwater quality issues and incidents of waterborne diseases g. Design a sampling plan for collecting groundwater samples from rural areas across the assignment areas h. Training of water quality data collectors i. Pre-testing of data collection tools, make necessary adjustments if required and evaluate the output in relation to the assignments final deliverables j. Collect the groundwater samples as agreed in all the sampling locations k. Water quality parameters will be analyzed in situ using the Standard Method for the Examination Water and Wastewater (APHA)Conduct Quality Assurance and Quality Control protocols l. Carry out analysis of groundwater using standard techniques to assess the physical, chemical and microbiological characteristics of water samples. Use Inductively Coupled Plasma Mass Spectrometry (ICPMS)/ Anodic Stripping Voltammetry/ Atomic Absorption Spectroscopy (AAS) to determine heavy metals (lead, cadmium, mercury, arsenic, zinc, copper, chromium); use flame photometry to determine sodium and potassium; use colorimetry to determine iron and some anions (nitrate, nitrite, phosphate, sulphate); use titrimetric to determine chloride, alkalinity and hardness; use pH meter to determine pH; use conductivity meter to determine conductivity and Total Dissolved Solids; and use membrane filtration technique to test for E.coli. m. Engage the Water Quality Laboratory that satisfied ISO standard within each state for water sample analysis. It is highly recommended to use the FMWRS Reference Laboratories in analyzing groundwater samples for key parameters. Where it is practically impossible, the State Water Agency Laboratories should be used n. Conduct quality assurance/quality control protocol during the exercise and perform data validation after the exercise. o. Create maps that show the spatial distribution of key groundwater quality parameters that have health implications as detected in the analysis result -Iron, Nitrate, Chloride, Calcium, Fluoride salinity etc using GIS tools. p. Develop an overlay map of all the key groundwater quality parameters for each LGA within the state q. Overlay water quality data with geological and hydrological information for comprehensive analysis. r. Compare to Standard- Compare the data to Nigerian Standard for Drinking Water Quality and WHO standard to determine if the water meets safety criteria s. Identify Trends-Look for trends or patterns in the data such as high levels of nitrate, iron or salinity in specific areas t. Assess Spatial Distribution- use GIS mapping to visualize the spatial distribution of water quality parameters and identify areas of concern u. Evaluate Health Risks- Assess potential health risks associated with contaminants present in the water v. Ensure accuracy and reliability of data through quality control measures w. Interpret results to identify areas of concerns and potential sources of contamination. x. Prepare a detailed report summarizing methodology, findings, and recommendations y. Conduct workshops or training sessions to share findings and build technical capacity among stakeholders. z. Foster collaboration and information exchange among water resource management professionals.
