With over three and a half decades of experience, CARE has developed in-depth institutional knowledge of the complex operating environment, and expertise in building gender equality, empowering communities, brokering relationships, and supporting local organizations. We are seeking a Consultant to create and lead an Evaluation team to assess the Bougainville Cocoa Families Support (BECOMES) Project Phase III. The Evaluation Team will be comprised of qualified team members with balanced gender representation, where possible, and inclusion of local/regional team members. Collectively, the Evaluation Team must possess the following skills and experience: · evaluation skills from relevant technical, social, economic and financial perspectives; · critical thinking, analytical and research skills; · skills in inclusive stakeholder consultation and participatory research methods; · excellent report writing skills; · knowledge of economic justice, particularly womens economic justice, livelihoods, agriculture, value chains, market systems, food security or related technical areas; · sound understanding and experience of the role of NGOs in development programming for example senior management within NGOs managing complex or experience managing large scale NGO programs; · understanding of approaches to locally-led development; · demonstrated experience in gender equality, disability equity and social inclusion programming; · familiarity with DFAT Design Monitoring Evaluation and Learning (DMEL) standards; and · fluency in Tok Pisin or local languages or willingness to budget for translators.
