Bids Are Invited For Environmental Compliance Monitoring Services And Wastewater Characterization - Rfp 25-0040

The City Of Prince Rupert Is Seeking Proposals From Qualified Proponents In Response To This Request For Proposals For The Provision Of Services Over A Period Of Three Years, With The Possibility Of Extending The Contract For Up To Three Additional Years, For Environmental Compliance Monitoring Support.The City Owns And Operates Multiple Active And Closed Waste Management Facilities Under Permits Or Regulations Issued By The British Columbia Ministry Of Environment And Parks (Env) And/Or Environment And Climate Change Canada (Eccc). As Part Of The Permitted Activities, The City Is Responsible For Overseeing The Effective Operation Of These Facilities, Including The Completion Of On-Going Environmental Compliance Monitoring.In Addition To Regularly Scheduled Environmental Compliance Monitoring Activities For Permitted Facilities, The City Requires A Consultant To Support Detailed Characterization Of The Influent To A Small Wastewater Treatment Facility. The City May Also Request Support From The Selected Proponent(S) For Other Environmental Consulting Services On An Ad Hoc Basis. This Could Include Activities Such As Supporting The City During Environmental Emergencies (E.G., Spills, Equipment Failures, Etc.) Or When Dealing With Unknown Site Conditions (E.G., Contaminated Soil And/Or Groundwater, Underground Storage Tanks, Waste Management Activities, Etc.).Scope Of Services:The Services Will Comprise Of Project Management, Environmental Compliance Sampling And Reporting For The Following Permitted Facilities:(I) Prince Rupert Landfill; Permit No. 7988(Ii) Wantage Road Landfill; Permit No. 4454(Iii) Prince Rupert Industrial Park Wastewater Treatment System; Permit No. 4299(Iv) Prince Rupert Wastewater Discharges; Permit No. 5577In Addition To The Compliance Activities, The Services Also Include Project Management, Sampling, And Reporting For Detailed Characterization Of The Industrial Park Wastewater Treatment System.Specific Requirements For Sampling Frequency, Sampling Parameters And Reporting Requirements For Compliance At Each Facility Are Included In Appendix A. The Requirements Related To The Wastewater Characterization Are Included In Appendix B. The Services Must Be Carried Out By Qualified Personnel.In Addition To The Environmental Compliance Activities For The Above Listed Facilities, The Proponent Is Also Requested To Demonstrate That They Have The Technical Capacity To Support The City With The Following Environmental Services:(I) Contaminated Sites, Including Phase I And Ii Environmental Site Assessments;Soil, Groundwater And Surface Water Sampling; Contaminated Soil Management; Etc.;(Ii) Emergency Spill Response And Reporting; And,(Iii) Environmental Permittingschedule:Services Associated With Project Would Commence At The Start Of The 2026 Calendar Year. Facility Specific Sampling And Reporting Schedules Are Included In Appendix A And B. All Reporting Activities Associated With Environmental Compliance Activities Completed In The 2025 Calendar Year Do Not Form Part Of This Rfp (E.G., Submission Of Annual Reports In 2026 For Sampling Activities Completed In 2025).Closing Date And Locationproposals Must Be Received By 2:00 Pm (Pdt) On October 16, 2025, And Must Be Sent Addressed And Delivered To The City Through The Bc Bid Online Platform.The Time For Closing Will Be Conclusively Deemed To Be The Time Stamp Applied By The Online Submission System.
