Tenders are invited for Project to Equip Two 250 Mva 400 Kv Single-Phase Self Transformers No. 2 Public Tender - First Announcement) Remaining works for the project to equip a 250 MVA 400 kV single-phase self-contained transformer, No. 2 Tender (13/Electricity Transmission Southern Region/2025) Based on the text of Article (3-First) of the Instructions for Implementing Government Contracts No. 2 of 2014 and with reference to the letter of the Planning and Follow-up Department in Basra Governorate No. (T/4040 on 9/9/2025) (Basra Governorate/Government Contracts Department) is pleased to invite qualified and experienced bidders to submit their (closed) bids for the project (Remaining works for the project to equip a 250 MVA 400 kV single-phase self-contained transformer, No. 2) - at an estimated cost of (19,200,000,000) nineteen billion and two hundred million Iraqi dinars - within the petrodollar plan for the year 2025 - implementation period (365 days ) - (With a technical offer). - Project location (center) - Required grade and class: Grade/second and class/electrical/chemical mechanics/companies specialized in this field/and the ID must be valid. First - The tender will be implemented through the national competitive bidding procedures specified by the instructions for implementing general government contracts No. (2) of 2014 issued by the Ministry of Planning, and is open to all bidders. Secondly - Qualified bidders who wish to obtain additional information from (Government Contracts Department / Project Announcement Division) at the address below from 8:00 AM to 2:00 PM according to the local time of Basra Governorate. Thirdly - Qualification requirements (provided that the bids are responsive to the employers requirements) include the following: *Financial Capability: The bidder must provide documented evidence proving his ability to fulfill the following financial requirements: *Final Accounts: Submitting the general budget audited by legal accountants showing the financial position for the last two years and its rates must be profitable. It is permissible to submit the final accounts for the last two years preceding the financial crisis of 2014. 1--Average Annual Revenue: The bidder must submit the average annual revenue for all contracts completed by him for a period of not less than two years and not more than ten years from the date of closing the tender. The average annual revenue is calculated according to the years submitted by him, taking into account that the years of work do not have to be consecutive. Less than (19,200,000,000) Nineteen Billion and Two Hundred Million Iraqi Dinars 2- Financial Liquidity Requirements: The bidder must provide cash liquidity in an amount not less than (19,200,000,000) Nineteen Billion and Two Hundred Million Iraqi Dinars in the form of a bank statement showing the movement of financial flow for the last year or financial efficiency in the required amount through banking facilities and for the period preceding the tender closing date. * The bidder must provide documented evidence demonstrating his ability to meet the technical expertise requirements 1- Specialized experience participating as a contractor, contract manager, or subcontractor in (1) contract and for the ten (10) years preceding the deadline for submitting the bid and in an amount not less than (11,520,000,000) Eleven Billion and Five Hundred and Twenty Million Iraqi Dinars. To implement contracts similar to the works of this contract and were completed successfully in full.Similarity refers to the size of the work, its complexity, the methods and technology used, as referred to in Chapter Six (Employer Requirements). Fourth: Bidders wishing to purchase tender documents may visit the Basra Governorate Diwan / Government Contracts Department / Standard Documents and Notifications Sales Division and pay a non-refundable fee of (400,000) four hundred thousand Iraqi dinars for the purpose of purchasing them in paper form. They are also entitled to purchase them (tender documents) electronically via the electronic platform, starting from Sunday, September 28, 2025. Fifth: A conference will be held in the opening and award committees hall on Wednesday, October 8, 2025, at ten oclock in the morning. Sixth: Bids must be submitted on or before Thursday, October 16, 2025, at 12:00 noon, according to Basra city local time. Electronic bids are not permitted. Late bids will be rejected. Bids will be opened physically in the presence of representatives of the bidders who chose to attend in person at the following address: Time: 12:00 PM Basra local time. Date: Thursday 10/16/2025 Address: Basra Governorate Diwan / Tender Opening Committee Hall Seventh - All bids must be accompanied by a bid guarantee in the amount of (192,000,000) one hundred and ninety-two million Iraqi dinars in the form of a certified check, bill of exchange, or letter of guarantee valid for 28 days after the bids validity date. With regard to foreign companies, take into account what is stated in the letter of the Central Bank of Iraq / Banking Control Department / Islamic Banking Control Section No. 9/3/153 dated 5/27/2020 circulated pursuant to the letter of the Ministry of Planning, Government Contracts Department - Consulting and Training Department No. 4/7/8566 dated 6/30/2020 Eighth - The bid validity period is (120) days. Ninth - The bidder must adhere to the requirements of the standard document in all its sections, which are (1- The bid letter and the bid appendix 2- The required complete tables and forms according to the fourth section of the standard document and the priced quantity schedules and in accordance with Articles (12-14) of the instructions for bidders. 3- A written authorization for the bidders representative authorized to sign the bid. 4- Documents certified by the parties specified in the bid data sheet that confirm the continued eligibility of the bidder or subsequent qualification documents according to the forms included in the fourth section to verify the eligibility of the bidder whose bid was accepted. Otherwise, the bid will be excluded. Tenth - The bidder must submit the bid in three (3) copies, an original copy and (2) additional copies, and all copies must be sealed with a live seal from the company (all documents submitted by the company). The original copy must be placed in a separate envelope and marked with the phrase (Original Copy). Each of the additional copies must be placed in a separate envelope and each envelope must be marked with the phrase (Additional Copy). These (envelopes) must be placed Original and additional in one envelope) Based on the letter of the Ministry of Planning / General Government Contracts Department / Consulting and Training Section No. 4/7/17598 dated 6/30/2022 Eleventh - The person who wins the tender shall bear the costs of publication, advertising and re-advertising in national newspapers and the electronic platform, and the costs of archiving the contract electronically. Twelveth - If the tender closing day coincides with an official holiday, the closing date shall be on the official working day following the holiday.Thirteen - The department has the right to cancel the tender at any stage of its stages and before the award and not to conduct the comparison according to the requirements of the public interest, and the participants in the tender are not entitled to claim any compensation as a result of that. Fourteen - Commitment to preferring to purchase the local product from the public or private sectors based on the letter of the Ministry of Planning / General Government Contracts Department / Consulting and Training Department No. 4/7/2118 dated 1/27/2021 and attached Cabinet Resolution No. 20 of 2021.
