Advance Contracting Notice for Climate Resilient Brahmaputra Integrated Flood and Riverbank Erosion Risk Management Project in Assam Brief Description of the Project: The CRBIFRERMP to be financed additionally by ADB will focus on the main stem of the Brahmaputra River in Assam and apply a holistic, integrated, risk-informed approach to strengthen flood and riverbank erosion risk management (FRERM) and long-term planning in Assam. By stabilizing 65 kilometers (km) of riverbanks, emplacing 14.5 km of pro-siltation measures including 1.4 km of geobags, and constructing or rehabilitating or widening 21 km of climate resilient flood embankments in 12 high-priority districts, the project will secure additional living spaces, strengthen further climate and disaster resilience institutional capacities, support further livelihoods, create additional employment opportunities, and ultimately enhance further the navigability of the river. The main objectives of the project are to (i) reduce in a climate resilient way economic vulnerability and social disruption induced by flood and riverbank erosion in selected flood and erosion prone areas along the main stem of the Brahmaputra River in Assam; (ii) strengthen the institutional capacity for climate and disaster resilient FRERM; (iii) strengthen the knowledge-base for informed decision-making on preventive measures, including forecasting and warnings, asset management, and preparation of river stabilization guidelines and plans; (iv) stabilize additional selected river reaches integrating erosion and flood protection works to ultimately enhance further navigation, and recover additional lost floodplain land (land reclamation); and (v) enhance further the livelihoods of the riverine population. To contribute to the broader stabilization of the river, the project will combine structural and nonstructural measures in four high-priority flood- and erosion prone subprojects: emaji and Lakhimpur subproject (Dhemaji and Lakhimpur districts), Jorhat subproject (Sivasagar, Jorhat, and Golaghat districts), Morigaon subproject (Nagaon, Morigaon, Biswanath and Sonitpur districts), and Goalpara subproject (Barpeta, Goalpara and Dhubri districts). The outcome of the project will be climate resilient flood and riverbank erosion mitigation systems in the Brahmaputra River enhanced. The project implementation period will be three and half years and is anticipated to start in February 2026.
