Tenders are invited for Video Development for E-Learning Courses in Service Teachers. Closing Date: 12 Oct 2025 Type: Consultancy Background: UNESCO works to ensure that the most marginalized children, including those who are out-of-school or at risk of dropping out, gain access to quality learning opportunities. These opportunities are crucial for them to acquire relevant skills, build resilience, continue their education, and enhance their overall well-being. Through the Global Partnership for Education- Education Sector Programme Implementation Grant (GPE-ESPIG) programme, it addresses three key components: Access: The program focuses on facilitating safe and equitable access to learning for children and youth in Myanmar. Quality: The program aims to ensure quality teaching and learning experiences for children and youth in Myanmar. This involves strengthening the capacities of education personnel and fostering context-responsive, equity-focused learning resources and modalities that adapt to the evolving situation. System Strengthening: The program places emphasis on strengthening systems, management, coordination, and monitoring related to education in Myanmar. UNESCO, through the Education Sector Program Implementation Grant (ESPIG) project, continues this effort addressing the needs for both pre-and in-service teacher education under ESPIG Outcome Area 2: Ensuring quality teaching and learning for children and youths in Myanmar by strengthening the capacities of education staff and fostering context-responsive, equity-focused learning resources and modalities adapted to the evolving situation. Recognising the growing needs for education, UNESCO brings Myanmar Teacher Platform (MTP; www.mmteacherplatform.net) to offer continuous learning for educators, learners and other interested parties to access quality learning materials, videos and other resources in a safe and secure environment and provide online courses by themes. As part of its ongoing commitment to supporting teacher professional development opportunities, a series of courses related to climate change education, disaster risk reduction, safe schools, and gender transformative education are being development to promote awareness and highlight the importance those issues in conflict settings. The key objective is to equip teachers both content and pedagogical knowledge, enabling them to foster safer, more resilient, and supportive learning environments. After completing these courses, teachers will gain foundational knowledge on climate change, disaster risk reduction, safe school practices, and strategies to integrate these topics into daily teaching, using inclusive, participatory, and context-sensitive methods to enhance classroom practice. As such, UNESCO is now seeking a qualified company or organization to create high-quality explainer videos, which are part of e-learning courses development, for educators to become more informed, proactive and resilient in fragile context. These online courses will be uploaded on MTP to make available to educators across Myanmar and they should be interactive, pedagogically sound, and aligned with MTP technical and instructional standards. II. Work Assignment: Under the overall authority of the Director of UNESCO Regional Office in Bangkok (hereinafter called UNESCO), the direct supervision of the Head of UNESCO Antenna Office in Yangon and in close collaboration with Responsible Officer. The objective of this assignment is to develop high-quality and engaging short explainer videos featuring clear voiceovers, subtitles for accessibility and relevant visuals to support effective learning. Provide script refinement by following the requirements as listed below: a. Collaborate closely with UNESCO Education Team to review provided course materials in English version (topics including but not limited to climate change education, disaster risk reduction, safe schools, and gender transformative education) and draft video scripts to align with the intended learning objectives of the courses. b. Refine draft video scripts in English and Myanmar language ensuring the scripts are clear, concise, and engaging tailored to the target audience. c. Incorporate suggestions from UNESCO to ensure the scripts meet quality and content accuracy standards. d. Revise the provided video subtitles in English language based on the refined script. e. Propose storyboard based on suggested visuals once the concept and script have been validated by UNESCO. Revise and resubmit as necessary, based on feedback from UNESCO. 1.2 Provide video editing/production service by following the requirement as listed below: Propose a choice of potential narrators for UNESCOs selection (preferably, a young male/female, etc.) and secure the authorization from the narrator on behalf of UNESCO by using the consent form. Streamline UNESCOs overall gender strategy, ensure the Guidelines on Gender-Neutral Language is applied throughout the video (Guideline): https://unesdoc.unesco.org/ark:/48223/pf0000377299) and its advisable to include both male and female in the shooting frame. Suggest a choice of background music to UNESCO and obtain necessary usage rights on the final choice (Grant of Rights form to be provided by UNESCO). Include the UNESCO video outro: English on UNESCO Social Media Charter | Trello if UNESCO is the only party involved in the project. Secure the intellectual property rights using Grant of Rights form when any photo, illustration, music and icon is used as part of video and is not provided by UNESCO; Ensure that the video is in full compliance with the international copyrights policy to avoid any illegal consequence as outline in the general terms and conditions which annexed in this contract. Produce high-quality explainer videos (see sample: here), including clear voiceovers, subtitles for accessibility, and contextually relevant visuals to support learning. All videos must adhere to the following technical specifications: Estimated number of videos: 70 Duration: preferably maximum 7 mins for each video Language: Voice-over in Myanmar and subtitles in English Ratio: 1280x720, 720p Deinterlacing: YES Codec: H.264 / AAC Frame Rate: 24 - 30fps Image sequence: PNG, JPEG, GIF, DPX, OpenEXR, TIFF or Targa Video format: MOV, MP4 Web Video (social media): H.264 of different frame sizes with various resolutions for Facebook, Vimeo, YouTube, X (formally known as Twitter) Use standard video editing software most suitable for production and finalize in the later stages of development. Recommended video editing software includes Adobe Premiere Pro, Adobe After Effects and Final Cut Pro; Incorporate suggested changes and finalize video subtitles as needed; Submit ready-to-publish MP4 file format and the editable source/master file (including video graphic files); and Strictly meet the committed deadline. III. Deliverables: All deliverables to be submitted in English/Myanmar language. Original, editable files (e.g., MS Word, MS PowerPoint, MOV, MP4, etc.) to UNESCO by the following deadlines: Submit the detailed finalized work plan with timeline to UNESCO for review on or before [approximately 14 days after contract start date]; Submit the draft narrative scripts of 15 videos (# first batch) of the online courses in both English and Myanmar to UNESCO for review on or before [approximately 14 days after submitting deliverable 1]; Submit the final version of narrative scripts of 15 videos (# first batch) of the online courses in both Myanmar and English to UNESCO for review on or before [approximately 14 days after submitting deliverable 2]; Submit the first draft version of 15 videos (# first batch) of the online courses, with voice-over in Myanmar and English text/subtitles to UNESCO for review on or before [approximately 14 days after submitting deliverable 3]; Submit the draft narrative scripts of 30 videos (# second batch) of the online courses in both Myanmar and English to UNESCO for review on or before [approximately 14 days after submitting deliverable 4]; Submit the final version of narrative scripts of 30 videos (# second batch) of the online courses in both Myanmar and English to UNESCO for review on or before [approximately 14 days after submitting deliverable 5]; Submit the first draft version of 30 videos (# second batch) of the online courses, with voice-over in Myanmar and English text/subtitles to UNESCO for review on or before [approximately 14 days after submitting deliverable 6]; Submit the draft narrative scripts of 25 videos (# third batch) of the online courses in both Myanmar and English to UNESCO for review on or before [approximately 14 days after submitting deliverable 7]; Submit the final version of narrative scripts of 25 videos (# third batch) of the online courses in both Myanmar and English to UNESCO for review on or before [approximately 14 days after submitting deliverable 8]; Submit the first draft version of 25 videos (# third batch) of the online courses, with voice-over in Myanmar and English text/subtitles to UNESCO for review on or before [approximately 14 days after submitting deliverable 9]; Submit the final version of all videos of the online courses, with all editable (original) files to UNESCO for review on or before [approximately 14 days after submitting deliverable 10]. The contractor is required to complete the assignment with quality that meets the satisfaction of UNESCO. The deliverables will be reviewed by UNESCO. The contractor may be requested to re-submit the documents if they are not of satisfactory quality within an agreed timeframe upon receipt of the requests. IV. Location and Travel: The work of this assignment will be home-based and no travel is anticipated. V.
