Tenders are invited for Gender-Sensitive Assessment of Green Economic Activities and Opportunities in the Saint-Louis Region Closing Date: 29 Sep 2025 Type: Consultancy Themes: Climate Change and Environment/Gender Project Context and Scope Senegal is highly vulnerable to climate change and is experiencing environmental shocks of increasing magnitude. The threats are multiple and their consequences are deep-seated: recurrent droughts, soil impoverishment, deforestation, desert encroachment, dust storms, coastal erosion, salinization of arable land, rising temperatures, sea level rise, floods, etc. These phenomena, which are becoming more frequent and intense, are intrinsically linked to climate change. This vulnerability is accentuated by the geographical position of the country, which is both Sahelian and has a long coastline, as well as by the fragility of its ecosystems. The region of Saint-Louis, located in the semi-arid Sahelian zone of northern Senegal, is a particular example of this situation. It is strongly affected by aridity, soil degradation, coastal erosion and increasing salinization of agricultural land. Coastal erosion, combined with industrial pollution, aggravates economic difficulties, especially in the fishing sector, leading to unemployment and precariousness, especially among young people, women and other vulnerable groups (people living with disabilities, the elderly, etc.). The latter, which are heavily involved in the processing of fish products and other activities related to coastal areas, are seeing their livelihoods threatened. In addition, many women find themselves managing the households alone, their spouses having migrated irregularly to other countries. In this context, the Saint-Louis region is identified as a hotspot for climate change-induced emigration, with a notable increase in irregular departures to the Canary Islands. According to data from the International Organization for Migrations (IOM) Displacement Tracking Matrix (DTM), 4,770 Senegalese reached Europe irregularly between January and December 2023. This figure more than tripled in 2024, reaching 13,647 departures during the same period. Faced with these challenges, the State of Senegal and with the support of the United Nations Industrial Development Organization (UNIDO), the African Development Bank (AfDB), the European Investment Bank (EIB) and the Japan International Cooperation Agency (JICA), has set up an agro-industrial processing zone (PZTA) project in northern Senegal called Agropole Nord [1], as part of the operationalization of the Senegal 20250 Vision. The Agropole Nord includes the regions of Saint-Louis, Matam and Louga. This flagship project aims to make a significant contribution to improving the well-being of populations, especially those living in rural areas. At the same time, the International Organization for Migration (IOM) has been committed since 2007 to addressing the nexus between migration, environment and climate change (MECC), also integrating disaster risk reduction. As a signatory country to the Kampala Ministerial Declaration on MECC (2023), Senegal benefits from IOMs support to integrate these issues into its public policies. IOM Senegal supports national and local authorities in taking human mobility into account in national and local planning, from prevention to response to displacement in development plans. It is in this dynamic that IOM is implementing, with funding from the IOM Development Fund, the project entitled: "Strengthening the knowledge of national and local stakeholders on human mobility and climate action in Senegal" This project aims to strengthen the capacities of institutional actors to better understand and integrate the MECC nexus into sustainable development policies and strategies, with a particular focus on inclusive participation and the promotion of viable economic alternatives. This project will help build the capacity of government officials to engage in policies and strategies that will take into account the MECC nexus. By improving stakeholders knowledge and encouraging their active participation in climate initiatives, the project will help promote sustainable environmental development, while supporting inclusive economic growth. The aim is to create a framework conducive to coordinated and effective responses to environmental and migration challenges, with a focus on inclusion, resilience and sustainability. In this context, IOM will target decentralized technical services and local authorities at the national and local levels (particularly in Saint-Louis) in order to strengthen their capacities to integrate the MECC link into public policies. Particular attention will be paid to gender mainstreaming, as the effects of climate change affect women and men differently, but other social categories. It is with this in mind that IOM is initiating a gender-sensitive assessment of green economic activities and opportunities in the Saint-Louis region, in order to better orient future interventions on nature-based solutions, ensure their effectiveness and promote a just and equitable transition to a sustainable economy. The following is the main objective of the mission This assessment aims to identify existing or potential initiatives that support sustainable economic development, while analysing the differentiated roles, needs and constraints of women, men and young people in accessing these opportunities. By highlighting the dynamics of exclusion or inequality, it will make it possible to formulate concrete recommendations for increased social and economic inclusion in policies and programmes related to climate resilience and migration management. In coordination with the Project Manager at the level of the IOM Country Office in Senegal, the consultant or contractor will be responsible for conducting this gender-sensitive assessment of green economic activities and opportunities in the Saint-Louis region. I-OBJECTIVES OF CONSULTANCY The main objective of this consultancy is to conduct a gender-sensitive assessment of activities and identify green economic opportunities in the Saint-Louis region, in order to make recommendations to decision-makers and investors while taking into account the gender-related dynamics of inclusion and exclusion in the context of sustainable development and climate resilience. More specifically, consultancy aims to: Identify existing or emerging green economic initiatives and opportunities in the Saint-Louis region, which may be new or resulting from the improvement of existing ones; Analyze gender dynamics in access, participation, and benefits related to green economic activities, in order to identify structural, social, economic, and cultural barriers that hinder equitable participation. Document and promote good practices as well as local and national initiatives that promote the inclusion of women and young people in green value chains, with a view to promoting their reproduction, Formulate concrete recommendations to enhance the identified opportunities and strengthen social and economic inclusion in policies and programmes related to the environment (nature-based solutions), climate resilience and migration management. Organize a feedback workshop with the National Technical Committee (NTC) and other relevant stakeholders to: Present the results of the gender-sensitive assessment of green (green economic) employment activities and opportunities; Discuss the recommendations made; Discuss the prospects for sustainability and appropriation of results. Produce a final report that includes The methodology used; The results of the analysis; Mapping green economic opportunities, including relevant stakeholders to inform a fact sheet for government officials and communities. Recommendations; An executive summary; Summary sheets; The relevant appendices (collection tools, list of people interviewed, etc.). II- EXPECTED RESULTS At the end of the mission, the following results are expected: A clear database/mapping of existing or potential green economic initiatives and opportunities and nature-based solutions in the Saint-Louis region, with a particular focus on sectors with high potential for women and youth. In-depth analysis of gender dynamics in access, participation and benefits related to green economic activities, including structural, social, economic or cultural barriers. A clear specific objective must be formulated on this point. Compilation of good practices and local/regional initiatives promoting the inclusion of women and youth in the identified green value chains; Concrete and operational recommendations integrating gender, climate and migration into policies, programmes and projects related to the environment, climate resilience and migration management are formulated. Feedback workshop with the National Technical Committee (NTC) and relevant stakeholders is being organized, aimed at: Present the results of the evaluation; Discuss recommendations; Explore the prospects of sustainability and appropriation of results. Full final report is produced, including: The methodology used; The results of the analysis; Mapping green economic opportunities, including relevant stakeholders to inform a fact sheet for government officials and communities. Recommendations; An executive summary; Summary sheets The relevant appendices (collection tools, list of people interviewed, etc.). III- METHODOLOGY OF THE MISSION The proposed methodology for this mission will need to be participatory, inclusive, and gender-sensitive, to ensure a thorough understanding of local dynamics and the realities experienced by women, men, and youth in the Saint-Louis region. The consultant will be expected to adopt a mixed approach combining qualitative and quantitative methods.
