Tenders are invited for Consultant (f/m/d) for the Conduction of a Study: Strong Female Voices in a United Syria Submission Deadline: September 30th, 2025 The project Strong Female Voices in a United Syria aims to strengthen the capacity of media workers and civil society representatives to counter disinformation and gender-based violence online through a comprehensive, multi-faceted approach. Building on lessons from successful regional projects, the project will adopt an interdisciplinary methodology, bringing together diverse experts to co-create solutions tailored to the Syrian context. A key element will be an ongoing network to promote collaboration and knowledge-sharing. As there is little data on gender-based violence, its players, narratives and possible response strategies in Syria, a study is needed which will form the foundation of the project. Terms of Reference (ToR) 1. Objectives - Overseeing the process of conducting a study on gender-based violence online in Syria. - Organizing an online event in which the study is released, and stakeholders are involved. 2. Scope of Work - Developing Terms of References for the Research-Team that will conduct the study. - Supporting the selection process of the Research-Team. - Following-Ups with the Research-Team during the conduction of the study. - Reviewing the study and finalizing it for publication. - Preparing the release of the study. - Organizing an online release event in which stakeholders are involved. 3. Consultant Profile - Broad understanding of the topic gender-based violence Online. - Broad understanding of the Syrian context. - Experience in overseeing the process of conducting studies in the MENA region. - Experience in organizing online events. - Fluency in Arabic (spoken and written), fluency in English (spoken and written). - Strong communication and collaboration skills, with the ability to work independently and remotely as part of a team. - Excellent organizational and documentation skills, including the ability to deliver high quality outputs within tight deadlines.
