Tenders are invited for Consultancy Firm Development of Awareness, Self Security and Socio-Economic Support Application 3. Purpose of Assignment PWWSD is committed to addressing gender-based violence (GBV), Self Security and Economic gender- based violence (E-GBV) and related challenges by providing communities with accessible, safe, and innovative digital tools for professional counseling and case management. Gender-based violencewhether psychological, physical, sexual, or and economicaffects individuals across all demographics, including women, men, youth, disable people and marginalized groups. Traditional reporting and support channels are often hindered by stigma, fear, or lack of accessibility and safety; to bridge this gap, the organization seeks to develop a mobile Awareness and Support Application. The Application will offer a confidential environment and safe spaces for users to report violence cases connect them with legal and psychological specialists, access resources, and engage in awareness activities. The application will prioritize security, privacy, inclusivity and accessibility for all cases. Assignment Objectives The application aims to: · Provide direct, secure access to professional support, including psychologists, legal advisors, and social workers. · Offer a confidential reporting and complaints mechanism, where survivors and concerned individuals can safely share their cases and supporting evidence. · Disseminate awareness resources, socio-economic services and announcements to increase knowledge on GBV/EGBV prevention, legal rights, and available support systems. · Create a collaborative space for suggestions, experience exchange, and community engagement. · Ensure all features comply with national and international best practices in data security, user privacy, and accessibility standards. Provide MHPSS services, legal services and case management 4. Scope of Work & Features 4.1 Chat with Specialists (Psychological & Legal Support) · Users can initiate a secure one-on-one chat with a specialist by selecting a support category: o Psychological support Access to trained psychologists for trauma counseling and emotional support. o Legal advice Direct connection with legal experts to receive information on rights, protection laws, and legal remedies. o Case management within the Referral System. o Socio-Economic support Option to connect with social workers for referral services or guidance on community resources. · Users can chat anonymously or disclose their personal information if they wish to receive tailored follow-ups. · The chat will be fully encrypted to protect sensitive conversations. Specialists Dashboard (Backend): · Real-time access to chat requests. · Case categorization by type (psychological, legal, social, economic). · Ability to track user engagement history for better follow-up. · Dashboard with statistics and analytics (number of cases handled, categories, response times). · Report generation for internal use and decision-making. 4.2 Reporting & Complaints System · Users can file a complaint through a structured and secure form. · Complaint fields include: o Case description (detailed narrative). o Category of violence (physical, psychological, sexual, economic, workplace, domestic, etc.). o Document uploads (images, videos, reports, or evidence). o Contact information (optional for anonymous reporting). · Users receive a confirmation code for complaint tracking. Admin Dashboard (Backend): · View all submitted complaints with filtering and categorization tools. · Track complaint statuses (new, under review, resolved, referred). · Generate case statistics (by type of violence, location, demographics, age and gender or sex and disable persons). · Secure storage with access restricted to authorized staff. · Export reports for monitoring, donor reporting, and advocacy. 4.3 Awareness & Announcements · Dedicated module for awareness-raising content, such as: o Articles and guides on understanding GBV/EGBV o Preventive strategies and self-protection measures. o Rights-based knowledge (laws, policies, survivor protections). o Workplace and community safety guidelines. · Announcements system where the organization can share: o Grants and funding opportunities. o Training programs and workshops. o Public campaigns and events. · CMS tools to allow staff to easily add, edit, and schedule content. · Multimedia support (text, images, videos, infographics). 4.4 Suggestions & Community Exchange · Suggestions form where citizens can submit ideas for improvement, initiatives, or services. · A moderated forum or community exchange section to allow experience sharing among users (e.g., survivor stories, coping strategies). · Admin tools for content moderation to prevent misuse. · Categories for suggestions (policy, awareness, services, legal, community). · Dashboard for tracking trends in community suggestions. 4.5 Gender-Based Violence Support (Comprehensive Coverage) · Dedicated module for all types of GBV: o Domestic violence. o Workplace harassment. o Sexual exploitation. o Online harassment/cyberviolence. o Economic abuse, exclusion and EGBV. · Clear pathways for support, directing users to relevant specialists, reporting tools, or awareness content. · Regularly updated resources tailored to each GBV category. 4.6 Additional Features · User-friendly interface with clear navigation and minimal complexity. · Bilingual functionality (Arabic & English). · Data encryption and privacy protocols ensuring compliance with GDPR or equivalent standards. · Notifications system to update users on case follow-ups, new awareness content, or upcoming events. · Analytics dashboard for the organization to monitor usage (active users, complaint statistics, chat requests). 5. Deliverables The selected developer will provide: A fully functional mobile app (Android & iOS) and a web version. Specialist Dashboard for real-time chat and case management. Admin Dashboard for complaints management, statistics, and content publishing. Content Management System (CMS) for awareness materials and announcements. User manual and training for organizational staff. Hosting setup, SSL certificates, and deployment. Documentation including technical design, user flows, and backend processes. Follow up and maintenance or adaptation for the system for the next six months 6. Technical Environment & Specifications 6.1 Mobile Application · Development in Swift (iOS), Kotlin (Android), or Flutter (cross-platform). · Compatible with iOS 15+ and Android 8+, optimized for mobile vertical orientation. · Includes basic analytics with minimal geo-location tracking, respecting privacy. 6.2 Backend & Web · Languages & Frameworks: PHP 8+ (MVC), HTML5, CSS3, JavaScript. · Database: MySQL. · Technologies: AJAX, RESTful JSON APIs. · Server: Linux-based environment. · Cross-browser support (Chrome, Firefox, Safari, Edge, Opera). 6.3 Dashboards & Features · Admin panel: multi-level access with privilege management. · Specialist dashboard: secure chat, complaints, and case statistics. · Content management tools: rich editor for text, media, and updates. · Reporting tools: usage, performance, and complaint analytics. 6.4 Security · SSL certificate for secure connections. · End-to-end encryption for chats and complaints. · HTTP/2.0 protocol and secure API authentication. · Hosting in ISO-certified datacenters with backups and firewall protection. 7.
