Tenders are invited for Provision of Passenger Vessel for ARoB Atolls Justice Outreach Program Closing Date: 3 Oct 2025 Type: Consultancy Themes: Peacekeeping and Peacebuilding/Protection and Human Rights About the Proposal DT Global has been engaged by Australias Department of Foreign Affairs and Trade (DFAT) to manage the next phase of Australias investment in strengthening the delivery of law and justice services in Papua New Guinea for a 4-year period to December 2027. APLJ seeks to contribute to PNGs law and justice sector capacity to provide inclusive, safe, secure and accountable law and justice foundations for peaceful and prosperous communities, equitable economic development and private sector growth. The program aligns with Government of Papua New Guinea (GoPNG) law and justice sector goal of building peaceful and prosperous communities together. APLJ will focus on three End of Program Outcomes (EOPOs): EOPO 1 Community Safety and Access to Justice at the Local Level: Communities in target locations, especially women, children, persons with disabilities, vulnerable people and those accused of sorcery, have improved access to selected justice and support services. EOPO 2 Law and Justice Services Supply: Responsible law and justice sector agencies increasingly provide selected inclusive, responsive, and accountable essential law and justice services in target locations. EOPO 3 Leadership, Coordination and Accountability: Responsible law and justice mechanisms demonstrate improved sectoral leadership and coordination of national and subnational law and justice services and improved sector integrity systems. APLJ will have a strong focus on addressing gender equality, disability equity and social inclusion (GEDSI): this includes continued and strengthened attention to Gender Based Violence (GBV1) and strengthened opportunities for women in leadership, as well as increased focus on the engagement of persons with a disability and other particularly marginalised populations. The program will continue Australias support to law and justice development in the Autonomous Region of Bougainville (ARoB) as well as Hela, Madang, Morobe, Southern Highlands, Western and West New Britain. DT Global will work in partnership with Clear Horizon, an Australian-based advisory firm, to bring a robust Monitoring, Evaluation, Learning and Adoption (MERLA) methodology to assess APLJ progress and performance, drive knowledge and learning, and promote continuous program improvement The Australia-Papua New Guinea Law and Justice Program in Bougainville are supporting the court circuit for Atolls in Bougainville and seek the services of a passenger vessel to transport participants around several atolls in Bougainville. Responsibilities Tentative dates: 22-29 November 2025 To Include: Tasman Island, Mortlock Island Each visit will include a 2 day program with community awareness and public consultation on day one and service delivery on day 2. This program contains the key elements of Justice Outreach program whilst also capturing other sub-activities combined with the Court Circuit to the Atolls, within 2 days.
