Expression of Interest for Consulting Services: Selection of a Design Firm to Carry out a Mid-Term Evaluation of the Relieef Project The Candidate Services will be for the purpose of the mid-term evaluation of the RELIEEF project. The IECD, in consortium with the NGO ESSOR, is implementing the RELIEEF project with financial support from the French Development Agency. The main objective of the RELIEEF project is to contribute to a sustainable reduction of gender inequalities in the professional integration of women leaving vocational training and higher education in four African countries (Congo, Cameroon, Democratic Republic of Congo, and Central African Republic). The project began in April 2023 and ends in December 2027. The RELIEEF project is structured around two specific objectives: 1. Initiate the partnership dynamic through the implementation of pilot schemes to promote the socio-professional integration of young people, taking into account gender-specific needs. This dynamic will enable the sustainable reduction of gender inequalities through the concerted action of multi-stakeholder national Training-Professional Integration platforms. 2. Promote learning between countries by creating and running a regional Hub comprising the 4 national platforms and regional stakeholders with the objective of capitalization, production of resources, advocacy and expertise, with a view to supporting actions in favor of reducing gender inequalities. The service will consist of: · Document analysis : review of strategic documents, activity reports, monitoring data and project logical frameworks. · Design of the methodology : development of an evaluation approach (tools, samples, OECD-DAC criteria, etc.) validated with the project team and the donor. · Data collection : interviews, focus groups, field surveys with beneficiaries, partners and stakeholders. · Analysis and interpretation : cross-referencing qualitative and quantitative data to measure the relevance, effectiveness, efficiency, sustainability and intermediate impact of the project. · Interim restitution : presentation of preliminary findings to the project team and partners for validation and enrichment. · Evaluation report : production of a complete report and an executive summary including findings, conclusions and operational recommendations for the continuation of the project. · Capitalization : identification, documentation and promotion of innovative practices, successes and lessons learned that can be replicated or adapted. · Dissemination and accountability : preparation of summary communication materials (capitalization notes, fact sheets, presentations) and organization of restitution sessions with stakeholders and beneficiaries to share results and strengthen transparency.
