The company or any other party must provide a valid license or practice permit. 3- Send an official authorization letter on behalf of the representative who will receive the offer and attend the opening of the envelopes. 4- Address all correspondence and sealed envelopes to - Scrapping Committee - National Oil Corporation. 5- The participant is responsible for all expenses related to preparing his offer, and the National Oil Corporation does not bear any responsibility for these expenses. 6- The receipt of the participants data form for the auction will start from the beginning of the working day on Monday, September 22, 2025, until the end of the working day on Thursday, September 25, 2025. 7- The inspection of the site of the exploration contract area (D) of the company (Eni North Africa - Malta) will start from the beginning of the working day on Monday, October 6, 2025, until the end of the working day on Thursday, October 9, 2025. 8- The participant must submit a preliminary insurance in the amount of (5,000) five thousand Libyan dinars in the form of a certified check in the name of the National Oil Corporation issued by one of the commercial banks operating in the State of Libya, which is refundable only to those who did not win the auction. 9- Bids must be submitted in a sealed envelope with red wax, including the value of the offer and the preliminary insurance mentioned in paragraph (8), starting from the beginning of the working day on Monday, October 13, 2025, until the end of the working day on Wednesday, October 16, 2025. This is the last date for submitting the offer. 10- The participant must provide a transportation guarantee for the entire sold goods from the companys headquarters in Malta in the amount of "7,000" seven thousand Libyan dinars in the form of a certified check in the name of the National Oil Corporation issued by a commercial bank operating in Libya, which is refundable to the unsuccessful bidder only and in the event that the entire sold goods are transported by the buyer. 11- Any offer not accompanied by the value of the initial insurance or the value of the transportation guarantee for the sold goods will not be considered and will be excluded from participating in the auction. 12- The envelopes will be opened on Monday, October 20, 2025, at exactly ten oclock in the morning at the headquarters of the National Oil Corporation - Tripoli. 13- In the event of a tie between two or more participants in the auction, the committee may notify them to submit new offers by placing them in sealed envelopes on the same day and time of the open auction. The envelopes will be opened on the same day. 14- The successful bidder is obligated to pay 20% of the value at which the bid was awarded. The auction shall be conducted by a certified bank check in the name of the National Oil Corporation issued by one of the commercial banks operating in the State of Libya within a maximum period of one week from the date of notification of the winning bid. In the event of non-payment by the specified date, the initial deposit shall be confiscated and the National Oil Corporation shall have the right to cancel the auction and place the materials and equipment in the auction again for sale at the expense of the buyer who has defaulted on payment or to compare the remaining bidders. 15- The successful bidder is obligated to transport all sold goods within a period not exceeding (10) days from the date of payment. If he fails to comply with the period agreed upon in the offer, the Corporation has the right to collect storage costs from him at a rate of (2%) of the price for each week of delay. If the period exceeds one month, the quantities shall be sold at his expense, and he shall be charged the difference in price and storage costs at a rate of (10%) for administrative expenses. If the sale value exceeds the auction value, he shall not have the right to claim the excess amount after deducting storage and administrative expenses, and no refund shall be given. 16- The successful bidder shall bear, at his own expense, all expenses and costs related to transportation and taxes for the sold goods. He shall also adhere to security and safety instructions when withdrawing the goods or transporting them to their locations. 17- The Corporation is not responsible for the sold goods after they have been delivered to the buyer and left the companys headquarters in Malta. 18- The committee is not obligated to sell if the price does not reach the estimated value of the goods offered for sale. 19- The committee has the right to postpone or cancel the auction without giving reasons.
