Background SoCha is currently bidding to the UK Foreign, Commonwealth & Development Office (FCDO) to deliver the Verification and Technical Assurance Programme-Ukraine (VERITAS-UKR). This flagship programme will provide demand-led independent third-party monitoring (TPM) and portfolio-level evidence services across FCDOs Official Development Assistance (ODA) portfolio in Ukraine. The programme will also pilot an innovative Civil Society Organization (CSO)-led monitoring model, designed to strengthen accountability and ensure aid is responsive to the needs of Ukrainians. As part of our proposed team, SoCha is recruiting a CSO Capacity Builder. Working under the CSO Pilot Lead, this role will strengthen the ability of selected Ukrainian CSOs to perform TPM tasks to required quality standards through training, mentoring, systems strengthening, and institutional capacity building. This role is central to ensuring the CSO pilot can deliver credible, safe, and effective monitoring that has the potential to be credibly scaled-up. This position is contingent on contract award and is expected to commence on or around 30 November 2025. Responsibilities Support the CSO Pilot Lead in the design and implementation of the CSO Pilots capacity building component. Conduct a baseline capacity assessment for each CSO partner, covering areas such as governance, financial management, monitoring & evaluation skills, data management, safeguarding and duty of care, security awareness, and operational systems. Codevelop with CSO partners capacity strengthening plans, including clear benchmarks and schedules for improvement. Deliver training workshops, hands-on mentoring, and onthejob support to CSO staff in TPM methodologies, quality assurance, data verification, beneficiary feedback, and ethical and safeguarding standards. Assist CSOs to draft or improve standard operating procedures (SOPs), tools, templates, internal QA / peer review systems, and data collection and reporting protocols. Provide ongoing support during early phases of CSO-led TPM implementation: observe CSO monitoring activities; identify emerging gaps; provide corrective feedback; help refine tools and approaches. Help design and facilitate learning events among CSOs to share lessons from implementation, challenges, and successful adaptations. Track and report on CSO capacity building progress against agreed indicators; identify risks and propose mitigation measures (including safeguarding, security, representational, or reputational risks). Collaborate closely with the Team Leader, TPM Team Leader, Portfolio Evidence Lead, and CSO Pilot Lead to ensure CSO-related capacity building embeds and complements broader programme methodologies, learning, and evidence outputs. Contribute to the preparation of periodic reports (quarterly and end-of-pilot) summarizing capacity building progress, challenges encountered, lessons learned, and recommendations for potential scaling of CSO-led monitoring. Qualifications and Experience Advanced degree (masters or equivalent) in international development, civil society strengthening, organizational development, monitoring & evaluation, or a related field. Demonstrated experience working with or supporting civil society organizations (CSOs/NGOs), especially in fragile or conflict-affected settings. Demonstrated experience in capacity assessment and institutional strengthening of CSOs, particularly related to monitoring & evaluation, data systems, QA, reporting, safeguarding / ethical frameworks. Knowledge of TPM or third-party monitoring, participatory monitoring, and experience in applying both in-person and remote monitoring methodologies. Strong understanding of the Ukrainian civil society landscape: local legal/regulatory requirements, challenges in field access, security, and staff welfare. Excellent facilitation, mentoring, and training skills, with demonstrable ability to translate concepts into practical capacity improvements. Fluency in Ukrainian language required; strong professional proficiency in English (written and verbal). High integrity, awareness of safeguarding, data protection, duty of care, and risk management practices in humanitarian or recovery settings.
