Tenders are invited for Capacity Building for Civil Society Organizations (CSOs) on Climate Change. Closing Date: 29 Sep 2025 Type: Consultancy Founded in 1956, the Danish Refugee Council (DRC) is a leading international NGO and one of the few with a specific expertise in forced displacement. Active in 40 countries with 9,000 employees and supported by 7,500 volunteers, DRC protects, advocates, and builds sustainable futures for refugees and other displacement affected people and communities. DRC works during displacement at all stages: In the acute crisis, in displacement, when settling and integrating in a new place, or upon return. DRC provides protection and life-saving humanitarian assistance; supports displaced persons in becoming self-reliant and included into hosting societies; and works with civil society and responsible authorities to promote protection of rights and peaceful coexistence. Throughout its nine field offices and a workforce of 450 staff, DRC upholds its main programmatic objectives to provide immediate and life sustaining assistance, to strengthen the protective environment, and to reduce displacement related risks and vulnerabilities by promoting self-reliance at household and community level. Purpose of the consultancy The purpose is to strengthen the technical capacity of selected Yemeni CSOs to understand and address climate change in their communities through the development and delivery of an interactive training package. This consultancy is open to both national and international consultants/consultancy firms. The consultants/consultancy firms should state clearly the modality of implementation and delivery. Background With funding from the European Union, the Danish Refugee Council (DRC) is implementing a project titled Strengthening the Capacity and Resilience of Yemeni Communities to the Risks of Climate Change in Tuban District (Lahj Governorate) and Haydan District (Saada Governorate), Yemen. The objective of the project is to build the capacity of Yemeni Civil Society Organisations to be better equipped in identifying and addressing climate-related challenges, by leveraging on local capacities, practices and resources for evidence-based solutions. These CSOs are expected to have the capacity to implement climate-change-related micro-projects to build the resilience of their communities. A key component of this intervention is to develop training modules and provide training to the identified CSOs on climate change, its impacts, and practical community-based adaptation and mitigation strategies. DRC therefore seeks to engage the services of an international/national consultant or consultancy firm to develop these modules and to lead in the training of the CSOs, ensuring that they are well equipped to design and implement the projects activities. Objective of the consultancy To strengthen the technical capacity of selected Yemeni Civil Society Organisations (CSOs) to understand and address climate change in their communities through the development and delivery of an interactive training package. This means the consultant will: Develop a context-specific training curriculum on climate change (causes, impacts, adaptation, and mitigation strategies). Ensure the materials are accessible (Arabic/English, low-literacy friendly, gender-sensitive, practical with local case studies). Facilitate training for the eight selected CSOs and DRC staff (five-day workshop). Equip CSOs with knowledge and tools so they can design and implement micro-projects that strengthen community resilience to climate risks. Scope of work and Methodology The consultancy is expected to be delivered either online or in-person or through a hybrid approach depending on several factors such as the ability to travel to Yemen and it is expected to cover: 1 Desk Review Review relevant project documents including proposals, reports, CSO capacity mapping, other existing reports, etc. Consult relevant internal stakeholders, including DRCs staff, and consult with selected CSOs. Review national strategies such as Yemen NDC, National Water Sector Strategy, Environmental Protection policies, etc. to ensure alignment of training with existing frameworks. 2 Development of Training Materials Incorporate the findings from the desk review to design a context-specific training package/curriculum on climate change causes, impacts, adaptation, and mitigation strategies relevant to Yemen. The materials to be developed in Arabic and English in accessible formats such as PowerPoint, posters, printable manuals. Ensure that the training materials integrate gender-sensitive and inclusive approaches and are suited for CSO members with low literacy levels. Training materials must explicitly integrate gender-sensitive perspectives, highlighting womens roles in climate change adaptation and mitigation within households and communities, and ensuring practical examples of women-led solutions are included. The consultant will tailor training content to the specific technical focus of each CSO for example water management, agriculture, womens empowerment to ensure relevance and applicability. Incorporate locally appropriate case studies and practical exercises that reflect environmental and livelihood challenges in Yemen. The training package will include a component on climate advocacy and policy processes, equipping CSOs with skills to participate effectively in regional and international climate fora. Develop training materials in both Arabic and English, and in accessible formats such as PowerPoint, posters, printable manuals. Work closely with DRCs staff and other stakeholders to ensure alignment with best practices and existing tools. Evaluate effectiveness and document feedback for future improvement. 3 Capacity Building Using the developed curriculum, facilitate a ten-day training workshop for the eight selected CSOs and DRC staff using appropriate facilitation methodologies (4 CSOs in the North for five days & 4 CSOs in the South for five days). Depending on the consultants profile and access constraints, training may be delivered fully in-person, or in a hybrid format (in-person for one location and online for the other). The proposed modality should be clearly justified in the technical proposal. Facilitation will ensure safe spaces for women participants, with a focus on capturing their perspectives on adaptation/mitigation and household-level resilience. The training will prepare CSO representatives for participation in external advocacy platforms by covering policy engagement, negotiation basics, and presentation of community-level evidence at national, regional, and global climate events. Assess and document knowledge uptake and participant feedback for continuous improvement of training content. Conduct a pre and post training evaluation of the training participants. 4. Reporting Submit a final report of a maximum of 25 pages (excluding annexes), primarily focused on the training implementation and its outcomes. Include a summary of the training package development process, outlining how the curriculum was developed. Highlight how participant needs, literacy levels, and the local context were integrated into the training design. Present analysis of pre- and post-training assessments, participant engagement, and lessons learned. Provide recommendations for future capacity building initiatives. Include relevant annexes such as training materials, feedback summaries, attendance records, and training photos. 5 Methodology The consultant will adopt a participatory use mixed-methods approach, including: Desk Review: Review project documents such as CSO mapping, conflict analysis, global and national training tools. Stakeholder Consultation: Coordinate with DRC Yemen staff and selected CSOs. Training Design: Apply adult learning principles and literacy/gender-sensitive design using a mix of visual, practical methods. Feedback: Submit drafts for DRC review, incorporate feedback, and finalise. Training Delivery: Facilitate participatory sessions using varied methods (discussions, role plays, case studies). Evaluation: Gather feedback and assess training effectiveness for future refinement. Deliverables The Consultant will submit the following deliverables as mentioned below: Inception Report: Develop a detailed work plan, timeline and methodology for developing the training package and delivering the training Training Package: Develop a training curriculum with a facilitator guide including PowerPoint, posters, printable manuals integrating case studies, exercises, and visual aids. A draft will be shared with DRC for review and incorporation of feedback to the final package. Delivery of Training: The consultant will deliver one participatory training workshop to the eight selected CSOs and DRC staff, ensuring effective facilitation methods are employed. This will be documented with attendance lists, session plans, pre and post-test. Final Report: The final report will summarise activities, feedback from participants, lessons learned and provide recommendations for future training. Relevant annexes, such as final materials, training photos, and feedback forms, baseline and endline will be included. (maximum 25 pages). Duration, timeline, and payment The total expected duration to complete the assignment will be no more than 35 working days. The consultant shall be prepared to start the service beginning of October 2025.
