The City Of Blackshear Is Requesting Qualifications And Proposals For Selection Of A State Of Georgia Licensed Engineering Firm To Provide Post-Award Services For Its U.S. E.P.A. Congressionally Mandated Projects Grant #05D44925. Post-Award Services Will Include, But Are Not Limited To, Planning, Design, Cost Estimating, Bidding, Contracting, Construction Oversight, Quality Control, And Project Closeout. As A Basic Service, All Engineering Contracts Will Also Include Obtaining And Maintaining All American Iron And Steel (Ais) And Build America Buy America (Baba) Documentation (Particularly Manufacturer¿S Certifications) During Construction, Which Shall Be Transferred To The Grant Recipient. The Engineer Will Need To Certify To This Action At The End Of The Project.This Project Is For The Construction Of A New Well And Hydro-Pneumatic Water Storage Tank (As Well As Related Appurtenances). The Procurement Is For An Engineering Firm To Complete Phase One Of The Project, Including Engineering And Construction Observation Of The Later Phases And The Preparation By That Firm Of All Documents Needed For Construction.Selection Of An Engineer For The Project Will Be Based On Qualifications As They Relate To Community And Economic Development Needs. All Contracts Are Subject To Federal And State Contract Provisions Prescribed By The Us Epa.
