Tenders are invited for Capacity Building for CSOs Training for Monitoring, Evaluation, Accountability, and Learning. Deadline Wednesday, 24. Sep 2025 The aim of the mission is to deliver comprehensive, pre-developed training sessions, aimed at strengthening the institutional capacities of Civil Society Organizations (CSOs). The training will focus on the following key area: Monitoring, Evaluation, Accountability, and Learning (MEAL) Enhancing CSOs capacity to design and implement effective MEAL systems that support evidence-based decision-making, accountability to stakeholders, and continuous organizational learning. This includes developing indicators, data collection tools, monitoring plans, evaluation frameworks, and feedback mechanisms to assess and improve program impact. The training will be conducted over four training days. Each training day will consist of 6 hours. The program is scheduled to begin during November 2025 in (Beirut/Tripoli). Main Tasks and Responsibilities: Meet with Jafras, Madas, and WeWorlds teams to discuss the missions objectives and expectations. The MEAL training program will be prepared and delivered by the trainer in collaboration with WeWorld, responsible for the final development of monitoring plans and tools for the CSOs. This is part of the project efforts to ensure a participatory approach for the monitoring of peacebuilding initiatives implemented by the CSOs. Deliver the 4 training sessions to assigned groups (each session up to [6 hours]) including the main tasks below: Review the projects objectives, participating CSOs profiles, and their existing MEAL practices. Design a tailored training agenda that addresses: MEAL concepts and principles Results-based management (RBM) Designing indicators Data collection and analysis Feedback and accountability mechanisms Prepare comprehensive training materials (presentations, templates, case studies, and practical exercises) in coordination with WeWorld MEAL staff, covering: Indicator development (quantitative & qualitative) Baseline and endline assessments Monitoring plans and data collection tools Evaluation frameworks (formative, summative, impact) Learning and adaptation strategies Ensure training content aligns with donor requirements and international best practices. Encourage peer-to-peer learning and collaborative problem-solving among CSO participants to foster long-term capacity retention. Conduct coaching sessions (group-based) to support the practical application of concepts learned during the training. Customize training content and materials to be contextually relevant and aligned with the local operating environment, legal frameworks, and resource levels of participating CSOs. Monitor engagement and progress of participants throughout the training using pre- and post-training assessments and participatory feedback tools. Document outcomes, key learnings, and areas for further support, and submit a final training report including recommendations for future capacity building. The language used in the training sessions must be simple, clear and culturally relevant, avoiding technical and complex content, to ensure it is easily understandable by CSO members. Deliverables: Share a detailed workshop agenda (by day and hour) a week prior to the training launch Delivery of the full 4-day workshop. Participant attendance sheets. Pre and post-tests templates and results. Prepare and share Training material/ curriculum (PowerPoint + handouts to the participants) taking into consideration that some attendees do not have advance English skills, so the PPT and training materials should be prepared in both languages. Share tools with participants. Training Report at the end of the assignment. The report should contain narrative summary on the trainings conducted, pre and post comparison, expected and achieved results, recommendations Requirements and Qualifications: Bachelors degree in Information Management, Social Sciences, Development Studies, Statistics, Public relations, or a related field. A Masters degree is an asset. A Masters degree or a TOT is a requirement. Proven experience designing and delivering training on MEAL systems, including developing logical frameworks, theories of change, and results-based management approaches for Civil Society Organizations (CSOs). Strong knowledge of qualitative and quantitative data collection methods, indicator development, data analysis, and reporting. Demonstrated ability to integrate accountability and learning components into program cycles, including feedback and complaints mechanisms, learning reviews, and adaptive management practices. Experience working with CSOs or NGOs in setting up or strengthening MEAL systems at project and organizational levels. Familiarity with common MEAL tools and software (e.g., KoboToolbox, Power BI, Excel, SPSS, etc.) is an asset. Excellent facilitation and communication skills, particularly in translating technical MEAL concepts into practical tools for diverse CSO staff. Fluency in Arabic and English is required. Experience applying MEAL approaches in participatory, rights-based, or community-driven programs is highly desirable. Eligible Applicants: The selection process will consist of two steps: a pre-selection based on technical experience and qualifications, followed by in-person or online interviews with the shortlisted candidates. The financial offer should include transportation fees to the training venue, covering both possible locations Location 1: Beirut Location 2: Tripoli The technical offer should include an outline/ table of content of the proposed training curriculum. Timeline: The consultant is expected to deliver the training sessions and submit the final report within six weeks of the training launching. The final version of the report, along with supporting documents, should be delivered within one week after receiving feedback on the draft.
