In This Case, The Contractor Attach To The Offer Documents Confirming The Equivalence Of The Offered Solutions. The Burden Of Proving Equivalence Rests With The Contractor. The Contractor Shows Equivalence Using Any (Reliable) Measures. Failure To Balance Results In Rejection Of The Offer As Incompatible With The Terms Of The Order.
