PROJECT SUMMARY Rights Advance: Improving Fundamental Freedoms and Human Rights in Iraq is a collaborative project between Search for Common Ground (Search) and the Iraqi al-Amal Association (IAA). Developed jointly, this initiative builds on years of expertise in the human rights field. This action addresses the needed space for Human Rights Defenders (HRD) and duty bearers, and competing interests have been identified for progressive and inclusive human rights reforms and established political and governance interests and concerns. The projects overall objective is to enhance the protection and promotion of Fundamental Freedoms, particularly Freedom of Association and Peaceful Assembly, to create a more supportive human rights environment. The project aims to achieve this by fostering civil human rights actors and community members support for these freedoms in Iraq, and by enabling civil society actors, including HRDs, academics, activists, CSOs, and governmental stakeholders to contribute significantly to human rights advancements within a restrictive civic space. As part of these efforts, a three-day multi-stakeholder workshop will convene 40 participants from relevant Parliamentary committees, the Department of NGOs (DNGO), and the Iraqi High Commission for Human Rights to build skills in community engagement, strengthen trust and collaboration with HRDs and civil society actors, and identify shared opportunities for advancing practical human rights solutions. ASSIGNMENT OBJECTIVE As part of this action, Search will conduct a three-day Multi-Stakeholder Workshop in Erbil from 2830 October 2025, bringing together 40 stakeholders from relevant Parliamentary committees, the Department of NGOs (DNGO), and the Iraqi High Commission for Human Rights. The objectives of the workshop are to: Equip duty bearers and governance actors with practical skills and tools for constructive engagement with civil society and HRDs. Strengthen participants understanding of HRD and CSO perspectives, particularly in relation to challenges and opportunities within Iraqs civic space. Facilitate trust-building and relationship development between governance actors, HRDs, and civil society organizations. Support participants in identifying opportunities for collaboration around shared human rights priorities. Encourage the development of practical strategies and follow-up actions to implement human rights solutions and approaches in cooperation with civil society. Scope of the work Develop a comprehensive and context-specific workshop agenda, facilitation methodology, and curriculum in coordination with Search. Prepare training materials that are inclusive, culturally sensitive, and reflective of the perspectives of women, youth, and minority groups. Prepare a structured curriculum for the three-day workshop, including modules on human rights, freedom of association, freedom of peaceful assembly, constructive statecivil society engagement, and practical strategies for collaboration between duty bearers and HRDs/CSOs. Facilitate the three-day workshop in Erbil using participatory and conflict-sensitive approaches. Ensure sessions include interactive exercises, group discussions, role plays, and case studies that allow participants to apply concepts in practice. Collect and analyze participant feedback, conduct pre- and post-assessments, and document lessons learned. Provide actionable recommendations for sustaining constructive engagement between duty bearers and civil society beyond the workshop. Produce a comprehensive final workshop report summarizing the agenda, key discussions, participant reflections, conclusions, and recommendations for future collaboration and implementation of human rights solutions. DELIVERABLES A draft of the final workshop agenda and facilitation plan, developed in consultation with Search, outlining session objectives, methodology, and timing. A comprehensive curriculum for the three-day workshop, including modules on human rights, freedom of association, freedom of peaceful assembly, community engagement, and collaborative strategies for HRDs and duty bearers. Workshop materials, including presentations, case studies, handouts, group exercises, and role-play activities, are tailored to the context and participants. Pre- and post-training assessment tools, along with a consolidated summary of participant feedback, learning outcomes, and assessment analysis. A final workshop report documenting the agenda, session content, key discussions, participant reflections, challenges, lessons learned, and concrete recommendations for strengthening collaboration between governance actors, HRDs, and CSOs. 6. TIMELINE The consultant will hold a coordination meeting (online or in person) with the Search project team to align on objectives, workshop content, and logistical requirements. 14, Oct,2024 The consultant will prepare and submit a draft agenda, facilitation plan, and comprehensive curriculum (including modules and session outlines), along with draft training materials (presentations, case studies, handouts, and exercises) for Searchs review and feedback. 21 , Oct, 2024 Based on Searchs feedback, the consultant will finalize the full workshop package, ensuring it is context-specific, inclusive, and ready for delivery. 23, Oct, 2024 The consultant will facilitate the workshop, ensuring participatory approaches, interactive sessions, and effective engagement of 40 stakeholders from Parliamentary committees, the DNGO, and the Iraqi High Commission for Human Rights. 28-30, Oct, 2024 The consultant will compile and submit a draft report summarizing the workshop proceedings, participant feedback, pre- and post-assessment results, key findings, and initial recommendations. 02, Nov, 2025 The consultant will submit the final workshop report, incorporating Searchs feedback and including final recommendations for strengthening collaboration between governance actors, HRDs, and CSOs.| 04, Nov, 2025 7. EXPERT PROFILE A minimum of 8 years of proven professional experience in designing, developing, and delivering workshops and capacity-building programs for governance actors, civil society organizations, and human rights stakeholders. Demonstrated expertise in facilitating multi-stakeholder dialogue processes, with a strong track record in areas such as governance reform, civic space, human rights protection, and collaborative statecivil society engagement. In-depth knowledge of Iraqs civic and political context, including an understanding of the specific challenges faced by Human Rights Defenders (HRDs), civil society organizations (CSOs), and duty bearers in relation to freedom of association and peaceful assembly. Proven ability to design and apply conflict-sensitive, inclusive, and participatory facilitation methods that foster trust, dialogue, and constructive engagement across diverse groups. Excellent analytical, communication, and report-writing skills, with the capacity to produce high-quality workshop materials and comprehensive final reports. Fluency in Arabic and English is required, with proficiency in Kurdish strongly preferred to ensure accessibility and inclusivity of the workshop. 8.
