Tenders are invited for Expert for Assessing the Sustainability and Potential of the Digital Chatbot (Darb Al-Aman) on Gender-Based Violence. Closing Date: 25 Sep 2025 Type: Consultancy Project Strengthened the active participation of women (Jordanians, Syrian Refuges, Youth and Women with Disabilities) with a comprehensive approach to rights in Jordan, funded by AECID Spanish Agency for International Development Cooperation. INTRODUCTION: Alianza por la Solidaridad was born with the vocation of working to achieve a better and more sustainable world for all, regardless of where they were born or where they decide to live. We invest all our work, knowledge, experience and creativity in defending and advancing global rights in all parts of the world and for all people. Our work responds to the defense of the rights of migrants, the rights of women around the world, the sustainability of the environment and the defense of the rights of people affected by humanitarian crises. For this we know that we need to build an informed, critical global citizenship that is eager to get involved in the social changes necessary to achieve a world that puts people and human rights at the center. And we know that advocacy is key to achieving this. Alianza has been working in Jordan since 2007. The organisation has always collaborated with Jordanian organizations of a strong feminist nature and supported the work of civil society, especially in terms of empowerment and womens rights, prevention and response to sexual and gender-based violence, both with Jordanian women and refugees. It is specialized in the detection and care of cases of GBV through clinics and OneStop Centers, training to non-specialized actors for the detection, referral and response to cases of GBV, the application of standard procedures and policies to ensure quality in multisectoral services, training and awareness in GBV and womens rights, promotion of women leadership and participation, studies, etc. Project context: These ToR are developed within the framework of the program (hereinafter the Convenio) entitled "Strengthened the active participation of women (Jordanians, Syrian Refugees, Youth and Women with Disabilities - WwD) with a comprehensive approach to rights in Jordan", funded by the Spanish Cooperation AECID. Alianza por la Solidaridad is part of a consortium formed by three Spanish NGOs (Alianza, MPDL and NOVACT), of which Movement for Peace MPDL is the lead, organization for this intervention, along with the local partners: Be Positive; Community Based Rehabilitation Center (CBR); I Dare; and Housewives Association (HSF). The direct local partner of Alianza is HSF. This Convenio will last for four years, ending in early 2027. Its general objective is to Contribute to a life free of violence for women, preventing economic, gender, community and digital violence and it includes 3 specific objectives: -SO1: Promote the sustainable and inclusive economic empowerment of Jordanian and refugee women, with special attention to young women and women with disabilities. -SO2: Improve the system of protection, prevention and response to gender violence in Mafraq, Zarqa and Amman. -SO3: Strengthen the leadership of Jordanian and refugee women, paying special attention to young women and/or women with disabilities, in peace building, preventing violent conflicts and promoting resilience in their communities. Alianza is coordinating the implementation of SO2, in which these ToR are framed. Project objectives: Specific Objective 2: Improve the system of protection, prevention and response to gender violence in Mafraq, Zarqa and Amman, will be achieved through the following outcomes: -SO2. O1. Women and WwD (Jordanians and refugees) surviving or at risk ofGBV have access to prevention, detection, care and referral services with high qualitystandards. -SO2. O2. Strengthened the favorable environment at the community level for theprevention and detection of gender violence and the promotion of womens rights, fromthe female leadership. -SO2. O3. Reinforced the joint strategy of partner organizations to guarantee theprotection and empowerment of women and WwD (Jordanians and refugees) from acomprehensive perspective. These ToR are mainly related to Outcome 2 of Specific Objective 1, more specifically with the activity A1.1.7 Improving outreach, under an inclusive approach, of the digital chatbot on gender-based violence. This assignment aims to be a first step towards ensuring quality and sustainability before moving forward with possible technical and/or technological adaptations of the GBV chatbot. CONSULTANCY Summary of the process Alianza-ActionAid has taken significant steps toward digital innovation in delivering gender-based violence (GBV) information and services. In 2019, ActionAid Arab Region, developed a women-led digital tool to support survivors and rights-holders through a mobile-accessible chatbot platform. As the tool evolves, this consultancy aims to assess and strengthen its sustainability, inclusivity, outreach, and alignment with protection standards. Objective and outputs of the consultancy To conduct a comprehensive analysis of the digital chatbot and its associated platforms, including sustainability, outreach, protection sensitivity, and accessibility, with the aim of developing recommendations to strengthen the tool and make it more inclusive for marginalized women and persons with disabilities. Tasks and deliverables The consultant is expected to carry out the following tasks and hand in the following deliverables: Tasks -Conduct a comprehensive analysis of the chatbot and its Facebook page, focusing on user experience, content, accessibility, and technical functionality. -Assess the tools sustainability potential, including identifying specific improvements or strategies to ensure long-term relevance and operation. -Evaluate outreach and inclusivity, particularly among marginalized groups and persons with disabilities. -Review the protection approach and GBV response framework embedded in the tool, ensuring alignment with survivor-centered principles. -Analyze existing monitoring and data collection mechanisms included in the tool, and propose enhancements to improve effectiveness, privacy, and usability. -Engage with key stakeholders, including Alianza, ActionAid, HSF, and user groups, through online meetings and feedback sessions. -Develop practical, context-specific recommendations in all areas mentioned above. Expected Deliverables -Inception Report outlining methodology, work plan, and engagement strategy -Draft Analytical Report with findings and preliminary recommendations -Stakeholder Validation Session to present and refine recommendations -Final Report incorporating feedback and finalized recommendations -PowerPoint Presentation summarizing key findings and action points All the deliverables must be in English language. Duration The consultants commitment to the specific service is expected to last for 2 months. The specific work plan will be agreed with Alianza-ActionAid. If the assignment requires additional time, the consultant is kindly requested to propose a revised timeline along with an updated work plan for consideration. Budget Initially the available budget for this consultancy is up to 2000 JOD, all taxes included. While all financial proposals must be clear and explanatory, those going beyond 2000 JOD must specifically justify that need. REQUIREMENTS & SELECTION PROCESS Profile requirement The consultant profile shall comply with the following requirements: -Proven experience in GBV, digital tools, and gender-sensitive programming; -Experience working on ICT for development, chatbot design, or tech-based socialinterventions; -Knowledge of inclusive design, especially for persons with disabilities; -Understanding of protection principles and GBV response frameworks; -Strong analytical and report-writing skills; -Experience working with women-led organizations or feminist approaches is aplus; -Fluency in Arabic and English (spoken and written); -Ability to produce high quality work under tight timeframes; -Passionate about human rights and gender equality; -Creative and proactive; Application and submission deadline The consultant must submit a technical and financial proposal (maximum 10 pages in total) including the following: - Cover letter of maximum 500 words, highlighting the motivation and key skills for the service -CV -Tentative workplan -Methodological approach -Tentative activities and/or other relevant considerations -Detailed financial proposal including all applicable taxes The dossier must be sent by e-mail to Ari.jobs@actionaid.org and balshdeifat@aporsolidaridad.org with the subject Digital Chatbot AECID programme no later than the 25th of September 2025 at 11:59PM local time in Jordan.
